SUMMARY
This is an entry-level position and a direct report to the Proposals Director. The primary duty is to assist with maintaining and developing the Past Performance Library for the Business Development Department. This involves tracking assigned subsidiary contracts, task orders, and contract modifications for the purpose of fact sheet development in support of Business Development activities, and collecting supporting material, such as evidence of contractual performance and supplemental contract narratives. Responsibilities include writing, assigning, reviewing, and editing contract fact sheets and maintaining the fact sheet tracker for assigned subsidiaries. This will also entail downloading Contractor Performance Assessment Reports (CPARs) for those subsidiaries from the CPARs system. The Past Performance Specialist should have excellent writing and editing skills in order to perform these duties as well as great organizational capability and ability to multi-task. This is a fast-paced, deadline-driven work environment that requires a high degree of accuracy and the ability to prioritize and accomplish numerous simultaneous tasks.
Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITES:

Includes, but is not limited to:
- Work directly with the Sr. Past Performance Specialist in daily duties.
- Interface with Proposal Manager(s), Operations Managers, and Project Management staff in support of the Past Performance Library development.
- Collect, organize, format, and edit document content.
- Assume primary responsibility for tracking development of contract “Fact Sheets” for assigned subsidiaries including their updating as contract details change.
- Develop/write new fact sheets when time permits.
- Maintain and update the contract fact sheet tracker as contract and task order awards and modifications release to the Awards email group as well as those that bypass this email group.
- Set up and review SharePoint alerts received from the Contracts Dept. Projects Library for contract and task order awards and modifications that bypass the Awards email group.
- Research contract files and collect awards and commendation materials as well as supplementary narratives, reports, articles, or pictures for use in Business Development.
- Capture CPARs as well as customer completed Past Performance Questionnaires (PPQs) and customer feedback surveys.
- Track CPARs release, ratings, comments, and Contractor Representative (CR) replies. When the CR listed on the CPAR is inaccurate, work with the subsidiary leadership and Contracting officials to correct the CR. If there is no CR reply, the Specialist communicates this to corporate overseers of the contract to encourage a response and ultimately influence greater company participation in CPAR responses.
- Participate in Business Development planning and coordination meetings.
- Perform other related duties as required.

Required (Minimum Necessary) Qualifications
- At least two years’ college education, preferably in Communications, Marketing, English, Business, or Journalism.
- A proficiency for writing, demonstrated either through college papers or work as a technical writer and/or editor.
Knowledge, Skills, Abilities, and Other Characteristics
- Demonstrates effective interpersonal skills as well as excellent oral, written communication, and time management skills.
- Must be analytical with attention to detail, task-oriented, self-motivated and have the inherent ability to multitask, work under pressure, meet deadlines, and work as a team member.
- Must be proficient with MS Office Suite Programs Word and PowerPoint, and have a working knowledge of Excel.
Preferred
- Bachelor’s Degree in Communications, Marketing, English, or Journalism.

WORK ENVIRONMENT
Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.
SUPERVISORY RESPONSIBILITIES
- No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
