JT4 provides engineering and technical support to multiple western test ranges for the U.S. Air Force and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. We develop and maintain realistic integrated test and training environments, and prepare our nation's war-fighting aircraft, weapons systems, and air crews for today's missions and tomorrow's global challenges.
The incumbent performs a variety of supervisory/management tasks involved in supervising work efforts of personnel assigned to a shop or work unit. ESSENTIAL FUNCTIONS/DUTIES Supervises the performance of work performed by employees assigned to the security department. Reports directly to Senior Management and is directly accountable for all contract requirements related to COMSEC, Physical, Personal and Cyber Security. Advanced knowledge of industrial security management policies, procedures, requirements and practices in protecting unclassified and classified systems. Conducts Communications Security (COMSEC) duties and responsibilities (including internal audits, inventory, handling electronic keying material, handling and programming STE units, distribution and destruction, and Cryptographic Access Program Administration), in compliance with government regulations/requirements. Performs Physical Security duties and responsibilities to ensure compliance with company and government regulations/requirements on large and/or complex programs. Oversees departmental coordination with employees/consultants for timely submittal of documents for initial clearances and periodic reinvestigations; fingerprint employees/consultants as required. Utilizes the Joint Personnel Adjudication System (JPAS). Schedules and conducts routine and special inspections of JT4 work centers to ensure compliance with applicable policies. Performs analysis on trends identified by inspections or security incidents and puts preventative measures in place. Oversees the Air Force Information Assurance activities, interfacing directly with the Government IA manager, to ensure system and procedures are compliant with IA directives. Support NISPOM Certification and Accreditation activities as well as implement and maintain system security plans. Coordinate, implement and ensure that proper Industrial Security procedures are followed in accordance with the NISPOM, Standard Practice Procedures (SPP), and other applicable government sponsor regulations. Create and maintain Master System Security Plans (MSSP), Information System Profile, Network System Security Plan (SSP) and addendum. Certify computer systems to meet NISPOM standards. Support a wide range of security issues including architectures, EMSEC, electronic data traffic, and security access. Conduct weekly and monthly audits in accordance to NISPOM requirements. Consult with management to communicate issues related to providing customer IT support for classified systems. Maintain and promote a safe and secure working environment for the company and subsidiaries. Provide overall technical support for customers related to classified systems. Perform other duties as assigned. Ensure compliance with federal government regulations, company policies, procedures and other practices Establishes effective professional working relationships with coworkers and customers, which contributes to a cooperative working environment and successful accomplishment of the mission. Assist in establishing technical, administrative and procedural guidelines to meet the needs of the work unit/section in accordance with Company and customer requirements. Interview job candidates and make decisions or recommends personnel actions such as hiring, discipline and termination. Maintain current operational status information and assessments on projects, budgets, and development plans. Evaluate and make adjustments in procedures or re-assigns priorities to projects/tasks as needed to keep all activities on schedule and within budgetary limits. Direct and monitor unit compliance with QA and process improvement goals and standards. Assure that appropriate training is provided to unit personnel to promote continuous improvement of services to the customer. Provides security related advice to senior company leadership. May occasionally represent the company at customer and industry events.

The incumbent must possess planning/organizing skills and must be able to work under deadlines. Employee must have practical knowledge of company policies, procedures and practices sufficient to perform as an effective supervisor.
This position involves work typical of an office environment with no unusual hazards. There is occasional lifting (up to 30 pounds), constant sitting and use of a computer terminal, constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for routine communications. In general, all positions may require standing, walking, carrying, bending, twisting, kneeling and crouching. Maintain constant mental alertness. Routine travel to remote work locations may be required.
REQUIREMENTS - EDUCATION, TECHNICAL AND WORK EXPERIENCE
The incumbent must possess a base of knowledge sufficient to oversee the performance of technically diverse tasks assigned to the Shop. Must have interpersonal skills sufficient to interface with and effectively direct subordinates. Must have an in-depth working knowledge of the technical concepts, principles and requirements associated with the work unit. Must have a practical knowledge of company policies, procedures and practices sufficient to perform as an effective supervisor. This knowledge and these skills may be obtained by graduating from a two to four year technical institute or college, or possess equivalent formal technical training or military equivalent and 8 or more years' experience in a directly related technical working environment, including 4 or more years as a supervisor. DESIRED SKILLS AND EXPERIENCE Associates Degree with 8 years of experience or a Bachelor's Degree with 6 years specifically related work experience in the personnel security field, complemented by formal training such as successful completion of the Industrial Security Management Course. Management/supervisory experience of at least 4 years overseeing staff supporting COMSEC, Physical and Personal security. Employee must have expert level knowledge on the rules and regulations of the NISPOM pertaining to all aspects of Information, Industrial, Personnel Security and Information Assurance and COMSEC requirements. Candidate must be a self-starter and able to work with and effectively direct subordinates. This position requires a high degree of accuracy pertaining to security documentation, in addition to excellent communication skills, both verbal and written Must be proficient operating personal computers using Microsoft Word, Excel and graphics software, and possess database management experience. Must qualify and maintain a government security clearance, state issued driver's license, or other certifications or licenses which may affect an employee's ability to maintain employment. Experience as a COMSEC Responsible Officer is preferred. Experience as an ISSM/ISSO is preferred. Knowledge of personnel security functions and a thorough understanding of NISPOM Chapter 8 and DCID's is a must. General knowledge of government procurement protocol and procedures is preferred. Ability to multi-task efficiently. Work in a fast paced environment on multiple projects, and have a strong attention for detail.
