Systems Engineer

Job Summary:

There is an immediate opening for a full time Systems Engineer at our Dahlgren, Virginia office. This individual will be a member of the team responsible for developing the U.S. Navy’s Real-Time Spectrum Operations (RTSO) software application.

As a Systems Engineer on the RTSO team, you will perform tasks including data model requirements gathering and definition as well as analysis of key Navy and Radio Frequency (RF) spectrum dependent systems (e.g., radars). You will also be responsible for accurate and timely review and creation of models for those systems.   You will work directly with our software development and engineering teams to ensure that we are creating best-in-class solutions to solve our customers’ complex spectrum challenges.

The position requires a working knowledge of computer systems and integrated software applications, as well as the ability to investigate, troubleshoot, and design solutions to problems in operational software. Demonstrated ability to write technical documentation, and excellent communication, interpersonal, organizational and analytical skills are required. 

Essential Duties and Responsibilities:

  • Assist in writing, analyzing and testing RTSO requirements to ensure system data (system spectrum characteristics and behavior) is gathered, collated, entered and utilized properly as part of the overall software development effort. Provide recommendations about emerging data and model needs, based on an understanding of DoD spectrum requirements.
  • Development of analysis tools, algorithms, or models to address data extraction, data reduction and analysis, and radar or communication systems (via MatLab or similar), to effectively characterize electromagnetic interface (EMI) issues.
  • Analyze spectrum datasets from various Navy, DoD and Joint spectrum web sites and databases such as  EL-CID, Stepstone, the Host Nation Spectrum Worldwide Database Online (HNSWDO), Spectrum XXI, and other resources, as required as inputs to radar models or the RTSO database.
  • Prepare and organize results of engineering analysis to create easily understood, clearly formatted information that can be analyzed by other team members; for inclusion in the RTSO software or database.
  • Write technical reports and/or documentation detailing the models and analysis effort in order to provide status, for inclusion in technical documentation or reports.
  • Participate in technical meetings and working groups to address issues related to spectrum systems, models and database needs.
  • Other duties that may be assigned to meet company and departmental goals and objectives.

Minimum Qualifications:

  • Bachelor’s degree in Systems, Electrical or Computer Engineering, Computer Science, Physics, Mathematics or related field.
  • At least 2 years of System Engineer experience in a real world setting in RDT&E environment.
  • Have the ability to gather, corroborate and collate RF spectrum and naval data from multiple sources into meaningful datasets for incorporation into the RTSO project.
  • Have demonstrated experience in the use of MATLAB, Python or other software development languages to produce algorithms/models for inclusion in operational software.
  • Possess excellent written and oral communication skills; ability to interact with all levels of stakeholders including the government customer.
  • Ability to grasp new spectrum processes and data requirements rapidly and adapt to changing demands.
  • Be highly organized and able to perform both quick turn-around tasks and long-term projects concurrently with a strong attention to detail.
  • Have willingness to work both independently or effectively with teams.

Desired Qualifications:

  • Experience in the areas of Navy or Joint Operational Spectrum Management or previous successful Navy deployment.
  • Knowledge of DD-1494 and EL-CID data and processes and/or ability to understand SFAFs (Standard Frequency Action Format) from Spectrum XXI.
  • Familiarity with team collaboration, workflow management, and/or tracking tools such as Microsoft Team Foundation Server (TFS) or similar.
