GRADE: I (RATE OF PAY: $32.73)

JOB SUMMARY: The Deputy Fire Marshal inspects buildings, equipment and processes for compliance with the fire prevention codes as adopted by the City of Jackson, and conducts investigations to determine origin and cause of fire that occur inside the jurisdiction. Reports to the Fire Marshal and acts as his/her representative.

AUTHORITY:

* The Deputy Fire Marshal has the authority to perform the assigned duties in order that the responsibilities of the position will be met.

JOB DUTIES:

* Conducts inspections of new and existing buildings, equipment and processes for compliance with the fire prevention codes (hereafter: Codes) as adopted by the City of Jackson.
* Investigates complaints of violation of Codes.
* Conducts inspections for the purpose of authorizing the issuance of Certificates of Occupancy and other fire safety related permits.
* Develops and presents fire safety education programs to the public.
* Develops and presents fire prevention and suppression education programs to private and public fire protection organizations, including demonstration and instruction in the use of ground ladders, hose lines, breathing apparatus and fire extinguishers.
* Develops evacuation plans for City owned buildings and assists in developing plans for privately owned buildings.
* Provides fire watch and enforces occupancy restrictions at places of assembly and other occupancies as required.
* Investigates the cause, origin and circumstances of accidental and incendiary fires. Documents all investigations to be presented to other agencies for possible prosecution. May testify in court matters. Must be able to be "On-call" on a rotational basis for investigations proposes.
* Prepares and maintains reports and records of inspections, investigations and other work performed.
* Provides guidance to all levels of the construction industry to ensure compliance with the Codes.
* Assists in the process of reviewing pre-construction plans affecting both new and existing buildings, equipment and processes for Code compliance.
* Provides technical support regarding code interpretation and application to co-workers and other members of the Department.
* Issues citations and appears in court as required.
* Participates in training activities appropriate to the Job Duties and Required Knowledge, Skills and Abilities of the position.
* Maintains a courteous, tactful and professional relationship with the general public and co-workers.
* Performs other duties as required

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

* Must be certified by the International Code Congress as a Fire Inspector I within 12 months of employment and Fire Inspector II within twenty-four months of employment). Must retain levels of certification
* Ability to work with a minimum amount of supervision.
* Knowledge of and skill in properly interpreting and applying appropriate Codes to given situations.
* Ability to exercise independent judgment regarding the proper interpretation and application of Codes appropriate to given situations.
* Knowledge and skill required to read and interpret engineering and architectural blueprints and drawings.
* Knowledge of general fire inspection practices and the ability to recognize and define fire hazards.
* Ability to express basic understanding of responsibilities associated with code enforcement.
* Ability to deal tactfully and effectively with and speak clearly to the general public.
* Ability to understand and carry out complex oral and written instructions.
* Ability to communicate effectively.
* Ability to effectively work with members of the Fire Department, other City officials, co-workers, and the public.
* Knowledge of and the ability to apply the policies, rules, regulations, methods and procedures of the Fire Prevention Bureau, the Department and the City of Jackson.
* Possess and maintain a valid State of Tennessee driver's license and a City of Jackson driver's permit.
* Ability to safely operate and properly maintain a motor vehicle.
* Ability to properly operate personal computers, to include data entry and report generation as required by specified programs.
* Ability to perform duties and other assigned work in a safe manner.
* Be mobile to the degree needed to climb stairs and ladders; traverse rough and debris strewn ground and floor areas; enter and maneuver in confined spaces; or to safely negotiate similar situations as may be found at inspection sites.
* Be able to meet the minimum qualifications for Fire Inspector as outlined in NFPA 1031(2014 Ed.) and Fire investigator as outlined in NFPA 1033 (2014 Ed.).
* Possess sufficient visual acuity to read Codes, to visually observe and recognize Code compliance/variance at inspection sites, and to prepare and maintain required records and reports.
* The ability to effectively communicate with other persons encountered in the course of performing job duties.
* The ability to properly operate office equipment such as telephones, calculators, computers, typewriters and copying machines.
