Assistant Business Administrator - Human Resources

University of Houston Houston, TX Full-Time
Assists the Business Administrator with the day-to-day management of budgetary, financial, personnel and administrative functions for the department related to Human Resources activities.

Job Duties

* Provides financial accountability and ensures compliance with State and university guidelines by functioning as certifying signature authority in the absence of the Department Business Administrator.
* Administers personnel and payroll activities to include reconciliation of payroll records and salary reallocation process.
* Assists department staff with personnel issues and maintains personnel files.
* Participates in the development of the annual budgets.
* Trains and provides guidance to departmental staff regarding the use of university forms and the application of university and college policies and procedures.
* Develops and maintains informational databases for the department.
* Represents the department on behalf of the Business Administrator as required.
* Performs other job-related duties as assigned.

Additional Job Information (tasks are an example of the types of activities performed in this role):

* Initiates and processes all departmental hires for Fall, Spring and Summer terms.
* Initiates position funding eForms and ensures that all department positions are funded for the duration of the job assignment and coordinates with Faculty and the DBA to ensure that funding adjustments are made as necessary.
* Researches and corrects payroll discrepancies with reallocations.
* Processes funding reallocations for positions as funding changes, particularly for research assignments.
* Reconciles the unit's payroll expenditures and verifies job assignments and appropriate cost center funding accounts.
* Runs bi-weekly and monthly payroll reports to ensure that all employees are accounted for by UH payroll.
* Runs suspense reports in order to correct payroll expenditures where funding adjustments are required.
* Manages job postings in Taleo and supports DBA in the hiring process for faculty and staff.
* Coordinates the Exchange Visitor process for J-1 visas with ISSSO on behalf of the department.
* Responsible for data entry into department's financial database.
* Compiles recurring and ad hoc reports for management and faculty; advises management and faculty on status of outstanding work assignments.
* Oversees the preparation of financial documents related to Exchange Visitor process; reviews financial documents for accuracy and availability of funds.
* Participate in the Effort Reporting Process.


Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.


Requires a minimum of three (3) years of directly job-related experience.
