Summary:



Under the direction of the VP Associate General Counsel – International of SBA Communications Corporation (“SBACC”), this position will provide management, analysis and leadership in dealing with government and regulatory affairs matters of SBACC’s subsidiaries in Latin America (the “Territory”).



In consultation with the VP Associate General Counsel – International and other SBACC personnel, the Director of Latin American Government & Regulatory Affairs will be responsible for planning and executing comprehensive, proactive government and regulatory affairs strategies that advance SBACC’s business goals with local, municipal, regional and national governments, regulatory agencies and community associations in the Territory.  Such strategies may be executed using internal and external resources in the Territory within outsourcing parameters approved by the VP Associate General Counsel – International and/or SBACC’s General Counsel.



Work product may be requested by the General Counsel, the VP Associate General Counsel - International, the President of International and their designees (including regional and country management).



The Director of Latin American Government & Regulatory Affairs will be resident in SBACC’s Boca Raton headquarters office.  The Director of Latin American Government & Regulatory Affairs will report to the VP Associate General Counsel – International and will meet regularly with the VP Associate General Counsel - International and other members of senior management and provide periodic reports regarding matters being handled. 



 



Essential Duties & Responsibilities:



In order to perform this job successfully, employee must be able to travel internationally fifty (50%) of the time.  Travel may include nights and weekends.  In furtherance of the essential duties, employee will have the following responsibilities:



  • Establish (in cooperation with the VP Associate General Counsel – International and other SBACC personnel), implement and manage comprehensive, proactive government and regulatory affairs strategies that advance SBACC’s business goals with local, municipal, regional and national governments, regulatory agencies and community associations in the Territory, including strengthening relationships with representatives of such governing bodies and increasing their understanding and support of SBACC’s business activities.



  • Work with senior management to identify priority legislative and government relations issues for SBACC in the Territory.



  • Communicate and advocate SBACC’s priorities to representatives of local, municipal, regional and national governments, regulatory agencies and community associations in the Territory.



  • Monitor legislation and policy activities in the Territory, update and advise senior management about relevant policy proposals and other government/regulatory issues and work with other SBACC personnel to analyze potential impacts on SBACC’s business.



  • Coordinate SBACC’s government and regulatory affairs strategies with other SBACC personnel, including regional and country management and in-house legal staff.



  • Develop (in cooperation with other SBACC headquarters personnel) materials in support of SBACC’s government and regulatory affairs strategies, including talking points, model legislation, legislative summaries, factsheets, presentations, reports and letters.



  • Plan and implement meetings and other events to support SBACC’s government and regulatory affairs strategies.



  • Upon request, assist with the structuring and execution of business development and operations activities in the Territory as they relate to dealings with governments, regulatory agencies and community associations.



  • Provide opinions and guidance on government and regulatory affairs matters impacting SBACC's operations in the Territory.



  • Prepare and maintain the budget for SBACC's government and regulatory affairs resources (both internal and external) and activities in the Territory and manage costs associated therewith.



  • Provide timely reports on assigned duties, tasks and projects assigned in the Territory.



  • Other projects and duties as assigned.



 



Supervisory Responsibilities:



  • Position will direct the activities of assigned in-house resources and external resources within approved outsourcing parameters in the Territory.



  • Position will carry out supervisory responsibilities in accordance with SBACC’s policies and applicable country laws.



  • Responsibilities include interviewing and hiring employees; interviewing and engaging outside counsel and independent contractors; planning, assigning and directing work; appraising performance; addressing complaints and resolving problems.



 



Qualifications:



To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill and/or ability required. 



 



Education and/or Experience:



  • US or international equivalent of BA/BS required.



  • US or international equivalent of MA/PhD or Juris Doctorate preferred. Some US education would be preferred.



  • 5-7 + years experience in government and regulatory affairs. US experience a plus.



  • Ability to travel via air and/or ground transportation as needed.



 



Language Skills:



  • Spanish as native language, but fluent in English as well.



  • Ability to read, analyze and interpret laws and regulations, legal documents and financial reports in Spanish and English.



  • Ability to respond to common inquiries or complaints from customers, members of the business community and representatives of local, municipal, regional and national governments, regulatory agencies and community associations, in Spanish and English.



  • Ability to effectively present information to top management, public groups, and/or boards of directors in Spanish and English.



 



Mathematical Skills:



  • Ability to work with mathematical concepts and apply those concepts in spreadsheet analysis, report generation and decision making recommendations.



 



Reasoning Ability:



  • Ability to apply principles of legal and logical thinking to a wide range of intellectual and practical problems.



  • Ability to define problems, collect data, establish facts, and draw valid conclusions.



  • Ability to interpret abstract and concrete ideas.



 



Certificates, Licenses, Registrations:



  • US or international equivalent of BA/BS required. US or international equivalent of MA/PhD or Juris Doctorate preferred.  Some US education would be beneficial.



  • Must possess valid passport and have the ability to obtain all appropriate visas.



  • Valid country driver’s license.
