VP LAC Government Engagement

POSITION SUMMARY 

Along with leading the Government Engagement team in LAC, the Executive will work closely with Company’s regional business leaders as a member of the LAC leadership Team to ensure the company’s public policy priorities and interactions with national and sub-national government officials align with corporate objectives and regulatory requirements to drive business impact.

QUALIFICATIONS

Basic Qualifications:

  • 12 years of work experience with a Bachelor’s Degree or at least 10 years of experience with an Advanced degree (e.g. Masters/MBA/JD/MD) or at least 8 years of work experience with a PhD

Preferred Qualifications:

  • 15 years of experience in a relevant corporate position; regulatory or government agency; and/or consultancy providing related services to multinational corporate clients, with an Advanced Degree (e.g. Masters, MBA, JD, MD, PhD).
  • Bilingual English and Spanish required; additional fluency in Portuguese preferred.
  • Active network of senior government contacts across the LAC region.
  • Combination of political and business acumen; understanding of both corporate and political motivations.
  • In-depth knowledge of the electronic payments, financial services and/or technology industries.
  • Strategic advocacy and communications planning skills.
  • Superior inter-personal, presentational and written communication skills.
  • Confident and authoritative manner in all communication channels.
  • Ability to act independently but also within a team environment.
  • Demonstrated management experience in policy arena with substantial responsibilities.
  • Ability to grasp complex issues; proven manager of public policy process in a complex environment.
  • Effective at creating consensus around strategic initiatives utilizing a collaborative, inclusive, and engaging decision-making process.
  • Leads by example and is able to generate respect and loyalty from peers, superiors, and subordinates with a strong commitment to collaboration.
  • A focus on people development, talent management and team building. Cross cultural sensitivity.
  • Impeccable ethics and high-level of integrity.

Essential Functions:

  • Serve as a member of Company’s regional LAC leadership team and Government Engagement leadership team, providing strategic advice and support on matters of legislative, policy, and regulatory interest. Inform peers within other regions and senior management of emerging issues and new developments.
  • Develop and implement an overall government engagement strategy in close coordination with the Senior Vice President for Government Engagement, the LAC region’s Group Executive and other Company regional business leaders to achieve agreed objectives.
  • Identify and develop Company’s positions and advocacy strategies on priority legislative and policy issues in coordination with country management and in-market GE leads throughout the LAC region.
  • Manage a budget supporting the overall Government Engagement strategy.
    • Work across Company LAC and globally to:
    • ensure a shared awareness of and understanding of the implications of payments regulation,
    • proactively identify strategic business issues and opportunities for Company and its clients,
    • ensure Company products and services are designed with full knowledge of all relevant regulatory risks, and
    • Develop and refine best practices, share intelligence, and coordinate global outreach efforts.
  • Manage, coach, and develop a team of experienced regulatory affairs specialists to deliver to their full potential.
  • Support Company’s in-market GE professionals located throughout the LAC region to establish proactive and constructive relationships with officials at key government agencies (e.g., central banks, Ministries of Finance, Ministries of Technology, etc.) including education of these officials about the value of Company thereby improving the company’s overall reputation.
  • Work closely with Company’s Social Impact team, as well as regional governments, on initiatives to promote financial inclusion, support small-micro entrepreneurs, and other important social impact policy priorities.
  • Exemplify Company’s Leadership Principles in collaborating, partnering, and leading others in Company and outside of the organization.
  • Partner closely with regional GE professionals and country management throughout the region to build strategies and engagement plans that increase Company’s visibility. Support ongoing regional senior management contact with key lawmakers and regulators.
  • Develop technical expertise on primary public policy matters and be a key expert resource to public officials, clients, and industry associations.
  • Assist partners (issuers, acquirers, merchants, fin techs) in navigating payments regulation.
  • Establish trusted relationships and regularly engage directly with lawmakers, regulators, and other external stakeholders that may affect Company’s business to enhance Company’s reputation and competitive position.
  • Coordinate public engagement and communications activities with regional, global, and local colleagues across multiple functions including corporate communications, marketing, legal, product, risk and others to ensure consistency and maximum effect.
  • Develop and deliver informative and engaging government engagement platforms and educational opportunities for stakeholders, building the narrative around the value of Company and the payments industry in general.
  • Develop strategic and policy positions that foster potential business partnerships with national and sub-national government agencies in the delivery of social services, payment of taxes, and other potential government programs that may benefit from the application of electronic payments, while taking into account cross functional impacts.
  • Promote Company’s reputation and profile by speaking at public events, legislative hearings, industry conferences, association committees and roundtables, etc.
  • Ensure utmost respect for and adherence to ethical behavior standards within the LAC government engagement team and broader LAC business. Manage compliance with all relevant corporate policies and legal requirements related to political participation and activity throughout the region. Work with cross divisional partners to assure compliance and processes are in place and followed by all internal stakeholders.
