Job Description

AIPSO is a management organization and service provider for various insurance industry groups responsible for administering the residual market. We are a national organization that serves local customer needs. Centralization and standardization are key to many AIPSO services because of the inherent economies of scale and other efficiencies.  However, our organization is based on customer focus and recognizes the need for flexibility in serving customer groups with diverse interests.

 Essential Duties and Responsibilities:
• Comply with standard Purchasing policy requirements while exercising judgment for procurement of 
  goods/services that may fall outside of the set of procedures.
• Monitor purchase requisitions to ensure purchases requested fall within the guidelines of the signature
  authorization procedure as well as the Purchasing procedure.
• Make decisions on vendor selection and perform cost benefit analysis.
• Ensure that quality goods and services are provided by vendors in a timely manner.
• Develop and review specifications, statements of work, performance terms, and/or acceptance criteria.
• Conduct negotiations with vendors utilizing quotations, proposals and competitive bidding, keeping the best
   interests of AIPSO in mind.
• Maintain and provide system changes for implementation as necessary.
• Develop and manage effective relationships with end users and suppliers.
• Resolve conflicts with contractual agreements and payment issues.
• Interpret contract agreements and coordinate with Legal Services department when terms may not fall under
  corporate policy. 
• Search for effective new products and services that are relevant to the organization.
• May assist with development of new supply sources as needed.

Education:
Bachelor's degree (BA/BS) from four-year college or university with a business major or related focus preferred.  Additional appropriate experience will be considered in lieu of a degree.  Certified Purchasing Manager or APP designation preferred.

Experience:
3 or more years of related purchasing/procurement experience and/or training required.  Demonstrated experience negotiating prices and/or terms and conditions preferred.  Advanced experience using excel spreadsheets for data analysis and reporting.
 
Skills/Knowledge:
• Proficient in the use of Microsoft Office productivity tools (e.g. Outlook, Word, Excel) to manage work,
  including automated accounting software.
• Knowledge of a variety of purchasing markets such as personal computers, technology equipment, paper,
  and service vendors.
• Effective problem-solving skills, including ability to analyze complex issues, find the root cause of the
  problem and consider a wide range of alternatives before acting.
• Demonstrates strong verbal and written communication skills, including the ability to effectively present
  information and respond to questions from groups or individuals.
• Ability to multi-task and demonstrate flexibility while maintaining attention to detail.
• Demonstrates excellent customer service skills by interpreting and responding to customer needs.
• Demonstrates excellent organizational skills while managing multiple priorities.
• Ability to work independently and interact professionally and effectively in team environment.
