 Volunteers of America (VOA) is a faith-based, nationwide nonprofit organization dedicated to helping those in need rebuild their lives and reach their full potential. The VOA network includes more than 16,000 full-time professionals empowering 1.5 million people annually through our 30 affiliates in 46 states. We provide hundreds of service programs, including those for seniors and people with disabilities, those experiencing homelessness, and those recovering from addiction. VOA is one of the nation’s most comprehensive human services charities, offering programs for communities, individuals, and families. 

VOA is seeking a Director, Human Resources who will plan, lead, direct, develop and coordinate the human resources (HR) policies, procedures and employee lifecycle at the National Office in coordination with the HR Team, ensuring legal compliance and implementation of the organization’s talent strategy. The person in this role will strategically support the HR Network, look at shared services models, help to run the affiliate HR Network, research and educate around HR best practices, innovate and will collaborate with and support the National and VOANS (VOA National Services) HR teams.


National Office HR Oversight

  • Collaborates with senior leadership to understand the organization’s goals and strategy related to talent acquisition, management and retention
  • Administers or oversees the HR activities including but not limited to: recruitment, compensation, leave, disciplinary matters, disputes and investigations, employee relations, performance and talent management, employee engagement, recognition and morale, occupational health and safety and training and development 

HR Network (VOA Affiliates/VOANS)

  • Strategically support the HR Network through collaboration and leading initiatives or shared projects
  • Look for shared service HR models to increase efficiencies and effective practices
  • Research and educate around HR best practices and innovative solutions
  • Facilitates professional development, training, and learning activities for HR network
  • Assist Senior Vice President HR with initiatives such as affiliate leadership recruitment, performance and compensation

HR Compliance and Policies

  • Develops, leads, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs
  • Collaborates on Affirmative Action, EEOC, Vets 100 or any other required government reporting
  • Monitors trends and regulatory updates. Ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management

HR Activities

  • Coordinates with HRIS & Benefits Team on benefits, enrollment, employee surveys and HRIS coordination, auditing and reporting
  • Oversees talent acquisition, identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management
  • Works with HR Teams and other departments, develops onboarding and orientation process to successfully engage new employees
  • Oversees timekeeping, administers time off policies, and coordinates with employees and managers for any leave administration
  • Manages the performance evaluation, including goal establishment and employee development systems and processes
  • Administers internal compensation system and conducts market compensation analysis. Participates in external compensation and benefit surveys relevant to organization
  • Conducts research and analysis of organizational trends including review of reports and metrics from the organization’s human resource information system (HRIS) or talent management system
  • Assist with the development and implementation of departmental budget

Employee Engagement, Collaboration and Safety

  • Coordinates with members of the Human Resources Team, attends virtual or in person meetings and events. Attends Operations meetings as requested
  • Collaborates with Building Manager, Business Manager and Reception area to ensure effective and safe working environment
  • Active member on the Alexandria Activities and Retention Committee (ARC), collaborates with Senior Vice President Diversity Equity and Inclusion and Senior Vice President Organizational Development on implementation of initiatives with National Office staff
  • Performs other duties as required

Required Knowledge, Skills and Abilities:

  • Knowledge of principles and practices of HR management, resulting in legal compliance, effective employee relations strategies, cost effective staffing and employee satisfaction
  • Corporate experience in organization with multiple state locations
  • Supervisory experience a plus
  • High degree of professionalism; able to deal with extremely confidential information
  • Good management skills, including negotiating skills and ability to influence as needed
  • Capable of developing communications, trainings, and presentations. Able to present or train individuals or large groups in a variety of methods
  • Sound and accurate judgment with an ability to support and explain reasoning for decisions. Includes appropriate people in decision-making process; and ensures timely decisions are made
  • Leadership abilities and strategic thinking in order to plan organize and implement department goals, foundation policies and other process
  • Team-building skills to encourage collaboration and communication amongst human resources team members and key internal partners
  • Work independently, multi-task, manage shifting priorities, and successfully complete work in a timely manner
  • Strong professional ethics which include approaching others in a tactful manner; reacting well under pressure; treating others with respect and consideration regardless of their status or position; accepting responsibility for own actions; following through on commitments
  • Good interpersonal skills necessary to deal effectively with a variety of employee and vendor issues
  • Excellent written and verbal communication skills
  • Proficiency in Microsoft Word, Microsoft Excel, PowerPoint, E-Mail, Internet and an HRIS. UKG is a plus
  • Flexible office schedule with at least 3 days in the Alexandria Office
  • Ability to travel up to 10% of the time with some night or weekends


Physical Capabilities:

  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods

Education and Experience:

  • Bachelor’s degree in a related field is preferred
  • A minimum of Seven (7+) years of Human Resources Management experience
  • HR certification from an accredited certification institution a plus 

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities
