ESSENTIAL JOB DUTIES: 
The Houston Health Department provides traditional public health services and seeks to use innovative methods to meet the community's present and future needs. Our mission is to work in partnership with the community to promote and protect the health and social well-being of all Houstonians. HHD is now the first health department in Texas and the second in a large U.S. city to earn national accreditation.
 
The Houston Health Department is seeking a high energy individual that is grounded and mature both personally and professionally to fill the role of Assistant Director Public Health Services.
 
 The Assistant Director, Public Health Services will be responsible for the following functions:
 
  • Leadership-provides direction and guidance to Bureau Chiefs and/or Deputy Assistant Directors in implementing the functions and activities within the Public Health Services Branch.  Services and functions included in these divisions include disease prevention programs: Tuberculosis Control, HIV and STD Prevention, Immunizations, Epidemiology, and ancillary support services such as Laboratory Services and Pharmacy Services. 
  • Personnel Management-supervise and manage leaders within the assigned Branch. Oversee hiring, disciplinary actions, training and development for the units and compliance with policy and administrative processes
  • Strategic Partnerships, Planning and Operations-partners internally and externally to develop networks, alliances, collaborations across boundaries to build strategic relationships and achieve common goals.
  • Performance Management- sets, monitors and achieve key performance indicators and short term and long-term unit goals and objectives. 
  • Budget and Evaluation Management – develops budgets, seeks/facilitates access to external resources, monitors expenditures and stays within approved budget, assures grant budgets are expended
  • Special Operations - leads special initiatives and projects as assigned by the Director. Takes a lead role in responding to emergencies and public health disasters and developing and implementing new and developing initiatives or ad hoc assignments.

EDUCATION: 
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.

EXPERIENCE: 
Seven years of administrative experience are required, with at least three of the years in a managerial capacity. A Master's degree may be substituted for two years of experience.Preference will be given to candidates with at least 7 years proven experience as a leader in the delivery of programs and services especially in the public sector, with a special preference for experience in public health disease prevention programs and services.

  • Strong written and presentation abilities to communicate effectively with key stakeholders
  • Knowledge and expertise in implementation of effective public health strategies and programs
  • Knowledge and expertise in implementation of effective public health strategies to reduce the spread of communicable diseases
  • Ability to solve complex problems and work independently to provide the director with comprehensive and collaborative solutions

 **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in similar positions.
