Medical Science & Computing is searching for a Facilities Laboratory Manager to provide support to the National Institutes of Health (NIH). This opportunity is a full-time position with MSC and it is on-site in Bethesda, Maryland.
- Independently coordinates manages, and implements the facilities' major renovation and construction projects, including working with the Senior Associate Director for Scientific Operations and Planning and scientific and administrative officials and staff; preparing and initiating appropriate documents; arranging meetings with NIH Officials; assisting in the development of timelines for completing projects; and serving as the lab’s project officer for the development of the design and renovation/construction of the space.
- Directs and monitors all major construction, maintenance, and renovation projects within the facilities.
- Works with administrative and scientific staff to define requirements, obtain cost estimates, coordinate priorities, and assist in resolving problems.
- Ensures that all space utilization, and renovation and construction projects are consistent with the institute’s policies and guidelines;
- Provides consultation, advice, and insight regarding project concept and acceptable solutions to facilities operations;
- Works closely with the NIH Office of Research Facilities Development and Operations to coordinate scheduling of construction work and relocations;
- Ensures the proper design, installation, modification, repair, maintenance, and testing of fire safety and life safety systems within the facilities, including coordinating with the Division of Safety;
- Provides interface with other Institutes and NIH on matters related to space, property, safety, and core facilities services;
- Acts as liaison and providing assistance and support to facility occupants regarding the mechanical and operational systems of the facility, including assisting with renovations, resolving safety issues, cleaning of vacated space, assisting with installation of major new equipment, submitting requests for phone and data services, and coordinating moving and storage of equipment and material associated with renovations or construction;
- Maintains an automated database to track and monitor space assignments, requests for new space or loaned space, requests for renovation or construction of space, and requests to lease or rent space; reviewing requests and preparing recommendations to the Associate Director for Management and Operations on all facilities-related issues;
- Prepares documents related to inquiries or requests for data on the facilities, providing floor plans for site visits, and representing the Associate Director of Management and Operations, at lab space-related meetings;
- Participates in a broad range of analytical and liaison activities in support of the planning and evaluation of the institute program operation and administration, including preparing data suggesting methods for improving space utilization or accommodating mechanical equipment;
- Using own judgement, analyzes, reviews, and appraises operations to develop methods to improve utilization of resources, initiate and effect necessary modifications and innovations, develop future and long-range planning documents, and ensure compliance with policies.
- Bachelor’s degree or certification in Facilities Management required; Knowledge of pertinent laws, regulations, directives, and instructions issued by NIH, DHHS, GSA, GAO, OMB, and other government agencies related to facilities management and safety.
- Ability to analyze short- and long-term program needs, as well as a comprehensive knowledge of the tools and techniques of management analysis in order to direct/lead studies, conduct surveys, and to gather and analyze information.
- Ability to schedule, manage and coordinate a large number of different and complex projects and priorities simultaneously and to coordinate efforts with those of other organizations.
- Ability to work within short time frames to meet deadlines and to adjust to unexpected delays.
- Knowledge of management information systems in order to track and monitor facility data and to provide management with data to assist in forecasting and long-range planning.
- Ability to exercise independent judgment, initiative and resourcefulness in carrying out duties and responsibilities.
- Skill in oral and written communications and the ability to write clear and concise reports.
- Skill in resolving problems, and forecasting and developing long-range laboratory requirements, facility planning, and resource requirements. Diplomatic skills to encourage staff to accept and implement recommendations.
