*Join our *community* and experience *Emerson College*!*The Associate Director, Procurement Services reports to the Senior Director, Procurement Services, and assists in the overall administration and management of the Procurement Department. The Associate Director plays a key role in developing and executing sound business and cost-effective purchasing solutions that enable the teaching, research and service mission of the College. The Associate Director of Procurement develops working relationships with various internal stakeholders to implement and promote commodity and service procurement related initiatives and programs that support the College and department goals. The Associate Director is responsible for negotiating with departments and vendors to ensure that formal product and service agreements provide tangible benefits and value to the College. The Associate Director will develop and oversee Emerson’s Supplier Diversity program, take a lead role for procurement communication and training activities, and the development of key performance indicators for procurement. Ensures compliance with all related regulations, and contributes to the development of procurement policies, procedures and improved business processes.*ESSENTIAL JOB DUTIES** Plays a key role in the vendor selection process. Researches, and identifies qualified vendors, and recommends supplier contracts and programs that result in service delivery, cost savings, process improvements, College sustainability goals and risk mitigation. Develops and manages competitive RFIs, RFPs, RFQs, and sole source justifications with internal stakeholders. Performs data analyses to determine total cost of ownership, and measurements that quantify cost, quality, service, risk mitigation and delivery.* Works with the Senior Director to identify, source and develop preferred vendor list by commodity for use by the Emerson community. Works with BI, IT and other procurement staff to initiate, test and implement new supplier access in the Workday punchout marketplace.* Negotiates contracts on behalf of the College and ensures College approved terms and conditions are included and risk is minimized. Coordinates and manages the contract review process with the Senior Director, AVP, General Counsel and Risk Management as needed. * Participates in internal college and local/national consortium committees. Collaborates with Higher Ed consortia and other groups on projects and new contracts that produce greater ROI, reduced costs and greater service for Emerson College. * Takes a lead role in communicating P2P policies and procedures to the Emerson College community. Works with B.I. and other Finance departments to review, test and implement new Workday functionality. Develops and presents training materials to the community; participates in the maintenance of documentation and job aids for all new system updates and cyclical activity (e.g. fiscal close, fiscal roll, etc.)* Partners with key stakeholders to manage the overall supplier relationship. Develops formal measurements of success within contracts (KPIs and specific service level metrics). Works with suppliers and internal stakeholders to resolve issues that promote contract compliance. Tracks vendor performance through periodic financial reviews, adherence to schedules, products, performance, customer satisfaction, discrepancies, damage claims and general contract compliance. Identify, track and record all formal cost savings in accordance with the department costs savings criteria. * Works with the Senior Director to develop and manage “bid calendar” to ensure proactive initiation of new vendor selection process and/or renewal of contracts. Reviews and approves new vendor requests. Ensures Emerson approved terms and conditions are present in all contracts and certificates of insurance are reviewed and loaded into Workday. * Oversee and guide staff who may become involved in operations sourcing and procurement work. Serves as backup for the Senior Director and the College’s procurement card and travel program. * Develops reports to conduct commodity related purchase spend analysis, prepare supporting spreadsheets, comparisons, recommendations and justifications for future contracting and/or marketplace supplier enablement initiatives. Develops dashboards and other KPIs to keep management and the campus community informed of key metrics and progress towards goals.* Re-institute and manage Emerson College supplier diversity program. Lead internal committee to develop a policy, process, KPIs and communication strategy that encourages and tracks greater participation by the campus community in the use of diverse suppliers. Incorporate the College sustainability goals and initiatives into this effort.* Recommends, develops, maintains and enforces Emerson College procurement and business policies. Works with other finance and administrative departments to ensure compliance with external regulations including but not limited to Independent Contractor classification and resolution of external vendor reporting requirements.*QUALIFICATIONS – *Qualifications are deemed required or preferred and represent what is needed to effectively perform job.* Bachelor’s degree, preferably in business or related discipline is required.* 8+ years of experience in Procurement required, higher ed experience preferred. * Demonstrated experience in developing and growing supplier diversity programs preferred. * Prior experience working with an ERP system required, preferably Workday.* Demonstrated experience with cost reduction principles and practices within a complex and diverse organization preferred.* Prior supervisory experience preferred* CPM or CPSM certification preferred. *KNOWLEDGE, SKILLS, AND ABILITIES – *May be representative, but not all-inclusive, of those knowledge, skills, and abilities commonly associated with the job. * Solid knowledge of contract law, accounting, finance, risk and marketing as they relate to Procurement required.* Ability to negotiate competitive contracts and demonstrate analytical and creative problem solving that results in effective solutions is required.* Demonstrated strong problem-solving and analytical skills needed to analyze trends and to evaluate products and services is required.* Must have demonstrated computer literacy, and understanding of e-procurement tools and the ability to incorporate them into sourcing strategies. * Demonstrated leadership, communication (oral and written), listening skills, conflict resolution and interpersonal skills.* Ability to prioritize work, be flexible and able to handle multiple projects simultaneously and adapt to changing priorities as needed.* Ability to think critically, analyze data, make difficult decisions, and solve complex problems.* Ability to interpret and effectively communicate financial information to non-financial users.* Must be able to establish high standards and hold self and others accountable for achieving results within established timeframes. * Must have service-oriented approach and willingness to work as part of a team.*PHYSICAL ABILITIES* – Activities commonly associated with the performance of the functions of this job.
