Transportation Project Manager 
Roles and Responsibilities
The consultant will be accountable for managing and executing the following activities. Consultant must:
• Ensure all RWP and Operating Rules are adhered to during design and construction work.
• Coordinate all capital project outages in conjunction with Maintenance work on the right-of-way with
Transportation Department.
• Participate in Local Safety Meetings.
• Participate in quarterly Safety Stand Down days within District for Transportation.
• Perform periodic site inspections to assure compliance with all RWP, and operating rules, as per
established standards.
• Conduct periodic site inspections to fully understand outage requirements and monitor planned
outages are available.
• Monitor Flag assignments to fulfil contractual obligations and ensure work site safety and efficiency.
• Review capital projects outage requirements and schedules to represent MNR in weekly, monthly, and
annual track usage planning meetings.
• Attend project coordination meetings, as needed, to maximize efficiency of flag support and to
coordinate work to minimize the impact on the operations.
• Direct development of dynamic flagging estimates/projections for MTA C&D MNR-BU
projects, interfacing between the MTA C&D MNR-BU and MNR operating agencies
(Transportation and Engineering).
• Actively liaison with the Transportation Department and MoW to assure timely coordination of project
status, support services required, operational impacts and schedule integrity. Must be able to work with
other MNR departments, outside agencies and private contractors.
• Advocate for Capital Projects prioritization and execution. Report to MNR Lead and C&D executives.
• Ensure that functions requiring flag support and outages (track, signal and power) are properly
coordinated.
• Review construction and staging plans with respect to the operating envelope.
• Assist the District Superintendent (when on site) with any type of rail incident stemming from Capital
Projects, on an as needed basis.
• Develop indices to evaluate and monitor the efficiency and availability of outages for Capital Projects.
These indices will measure allotted/approve versus available outages.

QUALIFICATIONS & EXPERIENCE
• To be able to fully expedite the objectives of this role and, importantly, improve the
coordination process across all the stakeholders, the TPM will be required to fulfil each of the
following capabilities and experience requirements: Associated degree in Transportation,
Business, Public Administration, Construction Management, Engineering, or related field.
Demonstrated equivalent education, experience and/or technical credentials to include an additional
three (3) years of related experience may be considered in lieu of degree.
• Qualified or retired conductor, locomotive engineer, rail traffic controller or yardmaster with a
minimum of three (3) years’ experience OR experience as a Conductor, Locomotive Engineer, Rail
Traffic Controller, Yardmaster or Maintenance of Way craft qualified on Operating Rules (or
equivalent title from another railroad) with minimum of three (3) years of experience in Construction
Management, Engineering, and/or Project Management in a Railroad environment.
• Must be qualified (or become qualified within 6 months of hire) on the physical characteristics of each
line, where the capital projects are located.
