Volunteers of America-Greater New York (VOA-Greater New York) is the local affiliate of the national organization, Volunteers of America, Inc. and is one of the largest providers of human services in the metropolitan New York area. Founded in New York City in 1896 as a charity staffed by volunteers tending to the city’s poor, today VOA-Greater New York has 1,300 paid staff that provide life-changing, often life-saving services through 80 programs in New York City, Westchester County and Northern New Jersey.


VOA-Greater New York services extend to survivors of domestic violence; individuals and families — including veterans — experiencing, or at risk of homelessness; people living with HIV/ AIDS, behavioral health, and substance use issues; adults with developmental and intellectual disabilities; preschoolers with developmental delays; older adults on limited incomes, many with a history of homelessness; and at-risk youth. 


VOA-Greater New York expands, and introduces new services in response to community needs. As such, it is at the forefront of building affordable, supportive housing for seniors; providing a service-rich continuum of care for formerly homeless veterans; and expanding its services for those recovering from domestic violence. Battle Buddy Bridge®, a peer counseling program for veterans, and the work VOA-Greater New York is doing to raise awareness of the impact of Moral Injury, are examples of the organization’s responsiveness, creativity and life-altering work. 


Many of VOA-Greater New York’s programs are nationally recognized and meet the rigorous standards of accrediting bodies CARF, COA and the NAEYC. Operation Backpack® is the organization’s signature community service campaign that ensures every student who calls a NYC shelter “home” has a new backpack full of supplies in time for the first day of school.



Summary:
To ensure the programs provide comprehensive and integrated on-site social services that help residents restore and rebuild their lives while healing from their experience of domestic violence. The Assistant Director of Domestic Violence Program Services, under supervision of the Director of Domestic Violence Program Services, is responsible for the domestic violence programs in the New York City area, meeting the highest possible standards of health and safety and providing quality services to the clients that not only meet but exceed contractual and regulatory requirements. S/he will also ensure that quality services are in accordance with City, State, local regulatory entities and VOA-GNY standards. S/he will develop, implement, monitor, and assess the programs on an ongoing basis. S/he will develop and maintain professional relationships with government agencies and other service provider and represent the agency in professional meetings, speaking engagements and other community events. The Assistant Director of Domestic Violence Program Services will work with the Director of Domestic Violence Program Services and administrative departments to ensure consistency, collaboration, and complementary services between programs.


Minimum Qualifications:
The position requires a post graduate degree, preferably in a behavioral health discipline with a clinical license LCSW/LPC and two years of relevant experience working with individuals or families of domestic violence.
The position requires a demonstrated ability to manage multiple programs serving victims of domestic violence and their families. In addition, it requires a reasonable combination of skills in the following areas: the design, operational oversight and evaluation of program services, personnel management, budget development and control, property management, public relations, and governmental relations.
 

Supervisory Role:
This position does have supervisory responsibilities.


Principal Responsibilities:
The below enumerated principal responsibilities are inclusive of both program specific and firm-wide related administration, as applicable.

1. Assistance in managing program services for the quality and consistency. Promote a culture of high performance and continuous improvement. Ensure accreditation standards are met.
2. Ensure that staff provides appropriate case management and therapeutic interventions including family case management, individual domestic violence counseling, group domestic violence counseling, youth support services, housing search assistance and employment preparation.
3. Ensuring and maintaining licensing requirements with state, city, and local regulatory entities by responding to audits, developing plans of corrections, and managing the recertification process for assigned programs.
4. Assistance in managing program personnel. Recruitment, Supervision, Training, Development and Evaluation. Ensure that staff is credentialed to provide screening, risk assessment and crisis intervention for victims and their children.
5. Assistance in managing fiscal operations. Monitor program spending. Ensures fiscal viability.
6. Build and maintain strong networking relationships with the funding sources and communities that we provide services. Increase the awareness of VOA-GNY’s services.
7. Assistance in developing and marketing program services. Respond to grant proposals.
8. Assistance in managing program facilities and grounds. Ensure supplies are in place to support the overall needs of the programs.
9. Responsible for data collection, analyzing, documenting, and reporting on program outputs, outcomes, and quality indicators.
10. Ensure support and education are provided and documented to assist residents in their transition into the community including referrals to appropriate social service agencies when the facility does not provide the needed services.
11. Provide clinical oversight, intervention, and emergency response to address consumer critical incidents.
12. Perform other related duties as requested.


Expected Results of Principal Responsibilities:
1. New programs are developed in areas consistent with the organization's goals, objectives, and development capabilities.
2. Program consumers are provided with high quality, cost-effective services. Groups of interest to and targeted for victims of domestic violence will be available for the clients.
3. External surveys meet expectations; citations are addressed, and abated timely and corrective action plans are implemented.
4. Qualified personnel are recruited, trained, and retained.
5. Programs operate within approved budgets and facilities are maintained at the highest standards.
6. Positive relations are maintained with communities where programs are located, with local governments and with funding and licensing agencies.
7. Submission of competitive proposal for existing and new services; successful growth of the service sector.
8. Facilities and grounds are maintained. Safety hazards and emergency situations are handled, safely, promptly, and professionally.
9. To ensure accurate record keeping of the program.
10. Program consumers will receive and be offered all the necessary support and education to aid in their successful transition to the community.
11. Emergency clinical on-call support is provided to the staff and the consumers during crisis.
12. All other related tasks are completed on time and accurately.


Work Environment:
While performing the duties of the job, the employee will be in an office and residential environment. Activities occur inside and outside.


Physical Demands:
While performing the duties of the job, the employee is regularly required to have visual acuity, talk and hear while communicating with peers and/or vendors. This position requires walking, standing and sitting for long period of times. The employee must occasionally lift and/or move items up to 20 pounds.
