POSITION PURPOSE: Under direct supervision of the Associate Vice President and Chief Human Resources Officer, with a dotted line to the Director of Enterprise Applications, the Human Resources (HR) Technology Analyst will provide support on HR System related projects including modifications, customizations, upgrades, adoption of new functionality, reporting, and analytical use of data stored in HR systems. The Analyst will perform technical and analytical work in support of general human resources functions and supporting systems.
The analyst will serve as a resource between business stakeholders and the IT function, leveraging knowledge in business analysis and experience with HR systems to support solutions that enable the organization to achieve its goals.
Note: Responsibilities include developing or presenting management positions with respect to meeting and conferring, which may include interpreting and/or implementing Collective Bargaining Agreements (CBA's), laws, rules and policies in coordination with appropriate HR Administrator(s).
DUTIES & RESPONSIBILITIES:

Systems Support
- Provide functional, technical, and administrative support for the development, testing, operation, and maintenance of human resources systems. Functionality and upgrades to include but not limited to, PeopleSoft/Oracle, CHRS Recruiting (PageUp), Tracker, and Accurate Background.
- Provide general knowledge for systemwide and campus CMS-HR implementations/upgrades and work closely with HR team, business partners and technical teams to gather requirements, support the design and implementation of solutions, conduct end to end testing processes, and work with stakeholders to ensure successful release and adoption of HR-related technology.
- Use analytical and HR knowledge to deliver critical data needed for a variety of management purposes under HEERA including, but not limited to:
- Assisting with responding to systemwide labor relations data requests for collective bargaining purposes such as PERB charges, grievances, and systemwide negotiations with our bargaining units.
- Assisting with responding to information requests from campus general counsel or systemwide office of general counsel related to litigation or potential litigation.
- Assisting with the preparation of campus HR/labor relations data needed for local meet and confer obligations and/or grievance responses.
- Use analytical and HR knowledge to assist in delivering critical data needed for a variety of legal purposes including, but not limited to, responding to the following:
- Requests from campus general counsel or systemwide office of general counsel related to litigation or potential litigation
- Requests associated with state and federal audits
- Public Records Act data requests
- Requests associated with preparation of the annual CSUB Affirmative Action Plan
- Requests related to DFEH and/or EEOC complaints/inquiries
- Assist with designing dashboards & analytics and validate data to ensure data privacy and security principles.
- Gather, research, and analyze HR information. Create and modify HRIS queries, report specifications, and test/validate the results. Prepare reports, charts and summaries with direct responsibility for accuracy and consistency of information. Create databases, records and files as required for effective personnel functions. Ensure the delivery of accurate and timely data to campus as needed.
- In partnership with Payroll, resolve identified employment data discrepancies between CMS-HR and the Payroll Information Management System (PIMS).
- Participate in cross functional projects and enhancements with other HR areas such as staffing/recruitment, benefits, compensation, absence management, time and labor, payroll, and other HR core functions
- Create and maintain process documentation, job guides, templates, and reference materials supporting the HRIS platform; maintain quality standards and procedures for the HRIS system

User & Customer Support/Training
- Provide first level troubleshooting support to HR and campus customers for CMS-HR and CHRS Recruiting (PageUp). Work closely with IT, as needed, to update or troubleshoot issues within CMS-HR and PageUp needing escalation. Provide detailed descriptions of problems, test possible fixes and propose configuration changes when appropriate. Provide input to management on solutions to business process redesigns.
- Act as HR systems liaison with Information Technology Services (ITS) department for HR and campus user functional needs.
- Provide internal consulting services to Human Resources to improve processes by proposing new solutions and driving adoption of new functionality; assess new technology and application for possible adoption.
- Provide functional support and training to campus departments with procedures and processes in the use of HR Technology systems, equipment, and software; suggest training needs and identify priorities of user group constituents.
- Coordinate/maintain security access for HRIS and other HR systems to include State Controller's Office, Teale Data Center, and PeopleSoft HR module applications. Ensure data privacy policies are applied and user system access is properly defined.

Assist HR Website Webmaster
- As needed, assist HR Website Webmaster in the design and maintenance of HR/Payroll campus websites, and HR website for Sponsored Programs Administration Auxiliary.
REQUIRED QUALIFICATIONS:
EDUCATION & EXPERIENCE – Bachelor's degree in computer science, information systems, educational technology, communications or related fields, or similar certified coursework in applicable fields of study. Professional training program specific to the position and directly related work experience, or a combination of education and experience which demonstrates the ability to perform the essential functions of the position.
Foundation level knowledge and skills in computer programming and software development, information processing, systems analysis, technical information equipment and systems, and/or application program packages and related technical functions.
SKILLS, KNOWLEDGE & ABILITIES (SKA's) –
- Regular and reliable attendance is required.
- Ability to organize material and information in a systematic way to optimize efficiency; troubleshoot technology problems using knowledge of error messages and operating system basics; and work with frequent distractions and achieve required work results.

- Must be willing to travel and attend training programs off-site for occasional professional development.
- Must be able to work overtime, occasional holidays and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
PREFERRED QUALIFICATIONS:
- General knowledge of Human Resources principles and practices.
- Professional Certification in Human Resources (PHR, or similar).
- Knowledge of HRIS systems including PeopleSoft and PageUp.
- Experience in public sector unionized environment.
- Demonstrated experience with more complex spreadsheets, relational databases, and data query tools.
- Experience working in a high volume, fast-paced environment of shifting priorities combined with organizational skills and experience prioritizing and coordinating large volumes of work.
- Technical fluency with Microsoft Office Suite; Google Workspace (Gmail, Docs, Drive, and Calendar); Oracle-PeopleSoft/Common Management System or equivalent student, HR and/or Financial information systems; intranet drives; and internet browsers.
- Specific knowledge of PS Query Manager, SQL, FOCUS, Oracle BI Publisher, and Crystal Reporting application.
- Experience with reporting environments and developing reports and dashboards using Tableau or other tools.
- Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
PHYSICAL DEMANDS: SEDENTARY WORK – involves mainly sitting; minimal walking and standing; lifting light weight objects limited to 15 pounds.
