Breaking Ground operates nearly 4,000 units of housing across New York City, along with housing in upstate New York and Connecticut. Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness.

But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home.

Recertification Specialist

The Recertification Specialist (RS) is responsible for reviewing and completing tenant income recertifications at multiple Breaking Ground properties. In addition to ensuring all recertification documents adhere to regulatory agreements and registrations, the RS will assist with tenant outreach as needed and work directly with tenants to gather and organize all necessary documentation. The RS will also provide recertification training, resources and updates to building staff in conjunction with the BG Compliance department. The incumbent will conduct all job-related duties in compliance with LIHTC guidelines, other housing contracts, equal housing opportunity laws, and Breaking Ground best practices. The RS will be part of a floating team and will be assigned to buildings across the Breaking Ground portfolio in Manhattan, Brooklyn and the Bronx as needed.

This position has a 35-hour work week.

ESSENTIAL RESPONSIBILITES

* Assist tenants in the completion of annual recertification packets including tenant outreach.
* Review tenant files during the recertification process.
* Collect and organize recertification documents gathered from tenants, employers, and other private and government organizations.
* Complete income calculations and update tenant information in property management software systems (RealPage).
* Answer recertification-related questions from tenants and staff.
* Update recertification tracking tools used by Compliance and building staff.
* In conjunction with the BG Compliance dept, provide recertification training, resources and updates to building (and other) staff.
* Perform other related duties as assigned - including general Property Management support (as needed).

MINIMUM QUALIFICATIONS

* Bachelor's Degree or equivalent
* Familiarity with Tax Credit Compliance in a real estate finance environment; and experience and/or commitment to working with low-income and/or special needs populations.
* Working knowledge of Low-Income Housing Tax Credits and Section 8; Detail-oriented and organized; Flexible; Creative; Initiative to work independently or as part of a team; and Ability to interact effectively with all levels of staff and management.
* LIHTC certification or willingness to obtain certification within the prescribed time period (tbd); Valid NYS Notary Public license preferred but not required.
* Proficiency with Microsoft Office suite and databases. Experience with Real Page is preferred.

The Recertification Specialist will not be assigned tasks that require significant physical demands. Regular travel to buildings across the BG portfolio (in Manhattan, Brooklyn and the Bronx) will be required. The Recertification Specialist will report to the Deputy Vice President in the Property Management department and will participate in regular supervision meetings. The Recertification Specialist must develop positive, productive working relationships with BG staff members at buildings across the portfolio and within the Breaking Ground Property Management, Compliance, and other departments. The Recertification Specialist must develop positive, supportive relationships with Breaking Ground tenants across the portfolio. The Recertification Specialist must also be able to develop positive relationships with external agencies, governmental agencies and partners.
