SUMMARY: 

The Director Surgical Services,working independently, has the administrative process improvementresponsibility for fiscal management, human resources, programs, planning,organizing and promoting the O.R., Out-patient Surgery, Anesthesia, PACU, GILab, Pre-op Holding, PACE Clinic, and Sterile Processing in the delivery ofpatient care within the Hospital’s long-range plan.

SUPERVISORYRESPONSIBILITIES & ESSENTIAL DUTIES/RESPONSIBILITIES:

Human Resources

a.       Manages HumanResources to ensure the achievement of goals.

b.       Recruits qualified professional personnel incompliance with all federal and state regulations as demonstrated by absence ofvalidated internal or external timeframes.

c.       Counsel’sprofessional staff to ensure quality of work and adherence to hospital policyand procedure in compliance with all federal and state regulations andcontractual agreements as demonstrated by absence of validated external orinternal challenges.  Is consistent inHuman Resources practices.

d.       Established standards for all personnel by havingcriteria-based job descriptions, which are reviewed at least annually.

e.       Ensuresdepartmental review of appropriate personnel to meet current required license,certification, or registration as evidenced by meeting all minimum jobqualifications and lack of valid citations.

f.       Periodicallyreviews work schedules and assignments to ensure conformance with currentfederal, state, and local wage and hour laws, department policy and procedures,and contractual provisions.

g.       Reviews current distribution and utilization of personnelto ensure ability to meet acute patient care needs.

h.       Provides for in-service and continuing education needsfor all personnel.

i.        Participates inin-house educational programs for the hospital.

j.        Promotes staffcertification in specialty.

k.       Demonstrates a commitment to a teamwork philosophywithin and between departments

l.        Ensures servicearea staff are informed of projects and developments in the hospital asindicated by the minutes of at least monthly meetings.

m.     Demonstrates positive problem solving approach in resolvingconcerns or issues with other departments and/or the medical staff as indicatedby positive response of all parties.

n.       Demonstrates ability to use various channels of communicationto address inter- and intra-departmental concerns, solve problems, and addressconflicts.

o.       Participates in organization-wide shared governanceand facilitates approved actions.

Quality

a.       Monitors thequality of service and provides for remedial actions when standards are notbeing met.

b.       Conducts on-site rounds to review the quality ofservice or room observation.

c.       Contributes tothe development of activities as evidenced by compliance with the hospital’schange to process improvement program, Joint Commission, other regulatoryrequirements, and established process improvement standards

d.       Facilitates SCIP initiatives for improvement.

e.       Ensurescompliance with all safety and infection control policies and procedures asevidenced by various risk management reports.

f.       Directsactivities necessary to correct all deficiencies reported by accreditation andregulatory agencies within approved timeframe

Growth

a.       Plans andorganizes the programs and operations of the assigned departments withinthe     hospital’s long-range plan.

b.       Participates in the long-range planning for thedepartments by contributing goals and objectives based on assessed needs.

c.       Contributes tothe development and updating of the assigned area’s written organizationalplan, which outlines functions, structure, and mechanisms for planning anddecision-making that accurately reflects the department’s practice inaccordance with Joint Commission, state, federal, and other regulatorycriteria.

d.       Evaluates operations of the departments throughpreparation of a service annual report that follows the established format.

e.       Ensures maintenanceof all policies, procedures, and systems in compliance with Joint Commissionstandards by reviewing with appropriate staff, the established Joint Commissionchecklist on a monthly basis to identify problems and take corrective action.

f.       Keeps current infield by reviewing relevant literature, attending a minimum of one workshop orseminar annually, networking with colleagues as demonstrated by implementingappropriate changes.

g.       Contributes to the development of the annual marketingplan in coordination with the hospital’s overall marking plan.

h.       Develops and achieves annual departmental goals andtargets which support the hospital’s goals and mission statements, which aredeveloped and approved annually with the Chief Nursing Officer.

Service

a.       Directs and administersthe operations of the assigned service group to ensure the quality of serviceprovided.

b.       Ensures that work schedule and assignment proceduresprovide Nursing care that reflects an assessment of activity, answers, patientcare standards and Human Resources policy and procedures as evidenced bymaintaining staffing within approved budget.

c.       Ensures personnelrespond to emergency situations according to hospital policy and procedures.

d.       Demonstrates effective leadership as indicated by highproductivity and positive morale of department employees.

e.       Facilitates anddirects required changes in operations according to hospital policies andprocedure timeframes.

f.       Maintainscompetency in specialized field as defined by continually meeting allestablished job qualifications.

g.       Contributes to and promotes a positive image of thehospital.

h.       Participates in medical staff and/or hospitalcommittees contributing special expertise in administrative policy andprocedures as evidenced in meeting minutes and positive outcomes.

i.        Participates andassumes chairmanship, as directed, for various hospital committees, meetingestablished objectives.

j.        Participate incommunity activities, or professional organizations, and hospital functions inorder to promote the department and the image of the hospital.

k.       Ensures the guest relations program and its specificdepartmental objectives are met through example and expressed customer/patientsatisfaction.

Finance

a.                   Maintainsoperations of the department within the fiscal and productivity guidelines ofthe hospital.

b.                  Prepares theannual capital, salary and operating budgets in accordance with hospital policyand procedures and required timeframes.

c.                   Ensures thatdepartments within the service area operate within the approved budget.

d.                  Ensures that anadequate supply inventory reflective of activity is maintained throughout theyear as indicated by operating within the approved budget.

e.                   Utilizesphysician input and hospital long-term plan in establishing capital budget.


EDUCATION/TRAINING/EXPERIENCE:

  • BSN (earned or in progress) OR 10 years of nursing experience required.  A Master’s degree in nursing, business or healthcare administration preferred.
  • At least 3-4 years experience in the Operating Room areas of a 300-bed plus acute care hospital, with 3-5 years of progressively more complex administrative responsibility.
  • Current RN license in the state of Louisiana required if RN
  • Membership in a professional organization
