Chenega Enterprise Systems and Solutions, LLC (ChESS) is seeking an Acquisition Support Specialist to support the Food and Drug Administration’s (FDA) Office of Acquisitions and Grants Services (OAGS) within the Center for Devices and Radiological Health (CDRH) as well as Center for Biologics Evaluation and Research (CBER). The Acquisition Support Specialist shall provide FDA Centers with Acquisitions and Federal Assistance Support Services for the coordination and management for, but not limited to, selected initiatives.

 

Duties and Responsibilities:

  • Works closely with senior analysts, SME’s (COR’s, Program Managers and program offices) to develop requirements and create, collaborate and/or review acquisition documentation such as:
    • Statements of Work (SOW’s) Independent Government Cost Estimates (IGCE’s), etc., for acquisition planning and execution. 
  • Assists in the development of Acquisition Plans, reviews Acquisition packages prior to submission to the Acquisition Office, assists in the review of existing contracts to determine compliance with applicable laws, regulations and policies, and trains staff on current procurement laws, regulations and policies. 
  • Assists in the performance of market research and trends, as they apply to the program, with guidance of the lead analyst.
  • Assists with the development of source selection evaluation criteria.
  • Coordinates and works with the technical experts and the contracting office to ensure project milestones are reflected in the contractual documents and project plan.
  • Assists in the development of IGCE’s. As required, is also responsible for assisting with the planning, preparing, and maintaining of the current acquisition plans and overall program office acquisition administration functions, to include control and tracking.
  • Conducts contract portfolio analysis to provide recommendations to improve acquisition approaches, and assists customers with maximizing taxpayer dollars.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s Degree in related field of study
  • Minimum of 10 years’ experience direct relatable Federal Acquisition role
  • Knowledge of federal acquisition methods and techniques

  • Knowledge of federal methods and techniques for Interagency Agreements (IAAs), to include, but not limited to:
    • FAR Part 17 – Special Contracting Methods (including Interagency Acquisitions)
  • Knowledge of federal methods and techniques for Grants and Cooperative Agreements, to include, but not limited to:
    • e-Code of Federal Regulation Title 2 Grant and Agreements
    • Title 2 Subtitle A - Office of Management and Budget Guidance for Grants and Agreements; Chapters I and II; Parts 1 through 299
    • Title 2 Subtitle B - Federal Agency Regulations for Grants and Agreements; Chapter III; Parts 300-399
  • Professional personal computer skills, to include but not limited to, skills in operating Microsoft Office software, with emphasis on Word, Excel, Power Point, and Outlook as well as SharePoint.
  • Skills in managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices.
  • Excellent interpersonal and communication skills (both oral and written).  Expertise to prepare and present information/data via oral briefing(s) and/or by written reports.

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear.   • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.  Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
