SUPERVISORY CONTRACT SPECIALIST
Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Logistics Team (N102D1), Logistics Branch (N102D),Services and Ship Support Division (N102), Contracting Department (N10) of MILITARY SEALIFT COMMAND. Responsibilities You will serve as Supervisory Contract Specialist managing contracting functions and supervision of assigned contracting personnel You will supervise the planning, development, and establishment of the contractual strategy for the overall acquisition of all programs You will manage, direct, and perform contract negotiations and heads the negotiation team You will develop procurement objectives to be used in terms of competition and price range, subcontracting policy, set-aside procedures. You will develop and issue request for proposals and quotes in compliance with applicable laws, regulations, policies, and procedures. You will lead the review, negotiation, and evaluation of bids and proposals providing guidance to source selection team members. You will monitor contractor performance through various reporting systems to track compliance with contract terms and conditions. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing complex, high dollar value, multiple-year procurement's for various types of service and supply contracts Experience developing and implementing an acquisition plan to satisfy broad requirements of multiple year program contracts Experience coordinating contract award and administration actions on the full range of fixed-price, cost, award fee, and incentive fee contract types Experience conducting contract negotiations with high level business, maritime, industrial, and Government officials Experience supervising the performance of assigned employees. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
