Essential Functions (Job Duties):

Provides leadership and consultation to ensure the preparation, monitoring and review of all budget components. Participates in strategic planning to direct budgets and determine capital needs. Executes financial forecast. Collaborates with the Division's leadership to improve the financial control environment. Improves business processes, reduce costs, and improve service deliveries. Collaborates, when necessary, with the Office of Finance and Treasury on resource allocation and to develop short and long-range divisional fiscal plans. Supports strategic planning efforts related to University Services operations, programs, and initiatives. Collaborates with embedded financial and departmental personnel and Budget Office staff. Works with the Dean, Associate Deans, and Chairs within the college to develop strategies to maximize budget efficiencies and make recommendations to enhance efficiency and effectiveness of administrative support activities. Establishes budget; ensures receipt of appropriate funding; monitors budget performance; and reconciles accounts.

Manages, authorizes, and oversees all personnel and payroll related processes and transactions, including Electronic Personnel Action Forms (EPAF), in a timely manner and ensures adherence to approved budget lines. Reconciles Human Resource System data to Financial Management System data. Uses systems to analyze, interpret and report on data. Develops and/or generates ad-hoc reports for management. Manages the work of direct reports to ensure proper alignment of work and effort to advance the division and university strategic goals. Makes hiring decisions; provides coaching, training, and mentoring; manages performance; develops and ensures succession planning within area of responsibility. Partners with Human Resources to represent college on issues related to human resources.

Leads the annual college budget process. Collaborates with school units, including the Office of Budget and Planning and Analysis to prepare an annual consolidated "all funds" university budget and associated budget-to-actual reporting. Develops financial dashboards and key performance indicators to assist leadership in their planning and decision making. Develops detailed statistical analyses and reports outlining budget activities. Establishes operational objectives and assignments. Manages business operations and administration of the annual budget cycle. Prepares projections or forecasts of expenses in comparison to budget categories/line items. Maintains internal control systems to assure integrity of financial transactions. Ensures effective monitoring and analysis of expenses monthly and identification of variances and trends. Through subordinate personnel, ensures proper maintenance of the college's budget. Ensures budget revisions, employee personnel action requests and other budget items are approved in a timely manner.

Provides oversight of operations and planning on behalf of college as related to the university research and development ecosystem in its broadest sense. Develops and fosters effective collaboration between schools, colleges, institutes, centers, researchers, faculty and other affiliated services. Provides high-level and strategic consultation to the Dean, Associate Deans and Chairs and partners with the senior leadership team in strategic decision-making and operations.

Provides college senior leadership on all matters pertaining to administrative operations including program development, space management, compliance and regulatory issues as related to the research ecosystem.

Guides and facilitates faculty and staff in the development and preparation of research proposals, contracts, sub-contracts, and agreements, to include budgets, documentation, and interpretation of funding requirements. Analyzes and evaluates contract and grant budgets for correct calculation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, materials, and equipment. Directs and oversees the planning, design, implementation, and support of financial systems, related policies, and processes needed to identify and manage the revenue and expenditures of the organization and its various components. Participates and/or assists in special projects, and performs associated administrative duties, as assigned; may provide functional direction to lower-level staff on assigned work.

Ensures development and implementation of plans, processes, and practices for the continuous improvement of client-related services. Enhances and/or develops, implements, and enforces policies and procedures to improve overall operations and effectiveness.

Collaborate with others in the negotiation of business contracts and operational agreements. Oversee implementation of contracts and remediation of deficiencies associated with contracted services.

Qualifications:

Education

Master's degree in Business Administrator or related field from an accredited college or university.

Experience

Minimum of seven years of financial, budget and supervisory experience, preferably in higher education or a large, complex organization.

Knowledge, Skills and Abilities

Knowledge of supporting business operations in a School/College/Division or an equivalent size non-university organization.

Ability to analyze and summarize large volume of data and apply Generally Accepted Accounting Principles.

Ability to analyze the impact of potential actions. Anticipate and prepare for consequences and take appropriate actions.

Ability to influence and motivate individuals and groups to achieve results.

Knowledge in the use of strategic and mission critical approaches in decision-making to establish and accomplish the mission, strategic plans, goals and objectives of the unit.

Ability to work independently while establishing and maintaining effective working relationships with a wide variety of constituents.

Ability to shift priorities, multi-task on various projects, and develop strategies to achieve organizational goals.

Ability to effectively meet the expectations and requirements of all customers and resolve problems. Ability to plan and deliver impactful and persuasive oral and written communications and presentations.

Ability to apply and maintains internal controls in the oversight of the budget. Ability to use and create the tools (excel spreadsheets, etc.) necessary to reconcile accounts and to do budgetary projections and analysis.
