Scope and Purpose of Position

Key leader who will oversee all IT assets, roadmap, and be responsible for the management of the

technology budget, service levels and teams of associates accountable to build and operate custom solutions, integrating with purchased solutions, and managing the ongoing services from key vendors providing ITaaS.

Span of control includes the management and development of leaders, managers, team leaders and associates which support the infrastructure, applications, identified business services and full SDLC, including operations and retirement of solutions and the management of key vendor services.

Essential Functions:

  • Responsible for strategic planning for technology and information assets throughout the organization
  • Develop/ Enhance & Own the Technology roadmap for the enterprise with clear business outcomes
  • Build relationships with executive colleagues, from all areas of the company, to ensure that activities from the teams are in alignment with current business objectives, as well as long term vision
  • Lead by example, demonstrating thorough work activities: value creation, alignment with corporate goals, accountability, and an attitude of customer service
  • Create plan to ensure associates meet regularly with assigned associates and other teams to increase alignment between teams within the organization
  • Manage demand and supply capacity of the team, and partner with business leaders, to prioritize the assignment of resources
  • Manage and share monthly reports on service levels for infrastructure, development, operations, and vendor management activities
  • Contribute to the annual budget planning and forecasting of financials, while providing active management to ensure that time reporting from associates is completed with integrity, and meets the needs of the organization
  • Create succession and cross training plans for team members, and actively manage the risks associated with singe points of knowledge on the team
  • Lead the Applications, Business Services, Enterprise Architecture and Infrastructure teams, to create a 3-year plan for investments for all applications under your management, which includes a retirement and maintenance plan for each application
  • Direct the Enterprise Architecture teams to create a shared data strategy, API strategy and integration strategy to support the evolving needs of the enterprise
  • Conduct regular meetings with direct reports, and their teams, to provide engagement communication, and cascading of messages from leadership
  • Manage compliance from team to corporate direction.
  • Translate strategic technological direction to discrete, actionable, measurable outcomes through planning, coordination and delegation
  • Interfaces with outside community groups, peer agencies and community vendor partners, to achieve strategic technological goals for the larger community
  • Lead and manage the adoption and application of a standardized software development lifecycle (SDLC) management methodology, and roadmap applying best practices
  • Manage delivery of operational activities of the team
  • Assist with selection and management of vendors to provide low-cost, high efficiency solutions, which are size-appropriate for the current environment while being able to expand as the organization grows
  • Stay abreast of vendor technology roadmaps, and develop long term plans for application which integrate vendor roadmaps with the organization 's vision

Education & Experience:

  • Bachelor Degree in Computer Science, Information Systems, or related field; or equivalent combination of experience and education. Advanced degree preferred
  • Fifteen (15) plus years of experience in leading teams, performing software application development, and related project management accountability in a complex business operation, with a demonstrated track record of successful delivery leadership
  • Experience in contributing and managing financial budgets for IT teams
  • Experience in multi-site operations, complex infrastructure, large member population applications, healthcare and/or managed care industry.
  • Experience in both commercial and government sectors of the managed care industry is preferred
  • Experience in both small and large companies is preferred, as is an appreciation of the process and structure necessary to achieve success in a dynamically changing growth environment with a history of significant integration requirements
  • Proven experience performing 'build vs. buy ' evaluation, assessment and selection of software application solutions and required integration
  • Successful solutions implementation and management of applications, web based portals, and web services integrated with legacy system are a strong plus, as is a strong base of experience of utilizing standardized integration tools
  • Proven ability to utilize analytical skills, independent judgment and creative problem-solving techniques to make critical application architecture technical calls and resolve problems through thorough analysis
  • Demonstrated Technical Delivery Excellence (thought leadership, on time delivery, data center & infrastructure operations, SDLC management, project and program management)
  • Demonstrated ability to communicate effectively with peers, teams, and C-level resources
  • Demonstrated passion around people development, associate engagement, and achieving company goals
  • Demonstrated ability to build teams, transition knowledge to new team members, develop teams and manage people leaders
  • Demonstrated ability to build relationships with the business and articulate business challenges facing managed care companies
  • Demonstrated experience in cultural transformation of an IT organization preferred
  • Ability to develop and energize technical, multidiscipline, high-performance work teams, coupled with excellent influencing, organizational and communication skills
