HSE Specialist – Newark, CA 94560

System One has a temporary position for a Health, Safety and Environmental Specialist to support our client’s manufacturing facility in Newark, CA. The HSE Specialist will develop training and audit/inspection tools; develop and implement plans, processes and procedures to ensure conformance with regulatory OSHA, ISO 14001 and OHSAS 18001 certifications and company requirements for this manufacturing facility. The Health, Safety and Environmental Specialist will collaborate to ensure regulatory and company-wide policy compliance are fully implemented.

Willingness to travel across sites in the Americas and attend global conferences as required

Education/Training / Experience:

  • BA/BS Degree or equivalent in related field required. MA/MS Degree preferred
  • Five to eight year’s related HSE experience and/or training; or equivalent combination of education and experience.

SPECIFIC DUTIES, ACTIVITIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
  • Advise management team on HSE compliance requirements. Provide leadership and subject matter expertise that ensures appropriate HSE systems are in place.
  • Manage and track regional Key Performance Indicators and drive improvements toward goals. Support problem resolution and provide leadership and guidance for the sites and the field service team.
  • Ensure the timely & accurate reporting of HSE performance data and incidents and corrective actions.
  • Ensure that site specific environmental targets are met and challenged for improvement.
  • Provide business leadership and global HSE leader with analysis of trends and drivers of environmental metrics
  • Support execution of tactical initiatives in order to eliminate hazards and risks. Drive continuous HSE performance improvement.
  • Continuously assess HSE hazards and risks and assist where specific technical expertise is required to meet local regulations or company policies, procedures and programs.
  • Plan and direct HSE activities and programs; establish priority for project execution based upon site resources and cost of implementation.
  • Actively participate in the investigation of significant HSE incidents and ensure timely and complete implementation of corrective actions.
  • Coordinate external registration and surveillance audit schedules for ISO 14001 & OHSAS 18001 with selected certifying body or registrar.
  • Ensure development and delivery of focused HSE training and education in Newark
  • Develop the understanding of HSE issues and the role of site leaders in mitigation.
  • Serve in a matrix environment and maintain regular interface with divisional, regional and site leadership, HSE contacts, and inter/intra company contacts, on the status of HSE objectives and performance.
  • Support the field-based staff with specific HSE programs.
  • Prepare monthly submission for Global Client’s HSE monthly call
  • Ensure the site meets on a monthly basis the requirements of the Playbook and the Group Leading Indicator Program.
  • Support and facilitate preparation and maintenance of Emergency Procedures for potential facility/security emergencies or disasters in concert with site Security leadership. Support preparation of Interoperation Procedures and Operating Instructions.
  • Ensure there are processes to establish, maintain and control archived business documents and stored facility equipment to ensure compliance with federal, state, and local laws and regulations within the region.
  • Collaborative Accountabilities
  • Support the Client’s Americas HSE organization in the sharing of current processes, best practices and capabilities.
  • Share best practices with the other regional sites to establish HSE best practices, standards and objectives
  • Assist the Client’s Americas sites where specific technical expertise is required to meet local regulations or company policies, procedures and programs.
  • Work proactively to resolve issues and implement appropriate solutions.
  • Engage local, state, and federal contacts on status of proposed changes to regulatory requirements
  • Support Client’s Group HSE strategy, activity and metrics.
  • Active participation in related organizations or trade associations to ascertain current industry trends and represent America’s site interests.
  • Comply with and ensure department compliance with Company health, safety and environmental policies.
  • Comply with all applicable export control and security regulations.
  • Other duties as required.

  • Demonstrated ability in leading change and establishing an HSE culture and previous success in improving performance in a production environment
  • Demonstrated leadership and vision in managing projects/initiatives in a matrix environment

  • Possess exceptional interpersonal skills
  • Ability to challenge and debate issues of importance to the organization with diplomacy
