This is a NASA Test Evaluation Support Team (TEST2) position that may be assigned to Jacobs Technology Inc. or a teammate company. This is a modifed full-time position.
Performs duties of the Performance Analyst for the Technical Services Department. Works closely with the Department Director, NASA Office Chief and financial personnel, JWSG Business Office, and other managers and project leaders to plan, track, analyze, report, and support management of the department. Must have extensive experience with Microsoft Project, Powerpoint, Excel (formulas), Access, pivot tables, and database skills. Experience with project management and execution (planning, estimating, tracking, and controlling cost and schedule) is highly desirable. Experience with commercial software, primarily MS Excel and MS Project, and adaptable to internally developed software, including JEMS (Jacobs) and SPICE (NASA). Expert knowledge with Excel is required. Analyzes complex data and prepares detailed management reports on the financial status of task orders. Analyzes past performance and trends to project future revenue. Assists branch managers with detailed analysis of data and produces specialized reports at the request of management. Makes recommendations to management to improve efficiencies based on data and trends. Works with the JWSG Business Office to understand how Jacobs project management software tools operate and then translates this understanding of these tools for application by Project Leads. Acts as the department lead on project management cost tracking. Prepares and conducts monthly financial briefings for NASA Office Chief, JWSG management, and various project managers. Acts as project lead for the department overhead funds as required. Typical daily duties include researching financial issues for project leads and management, tracking actual costs, and providing financial/performance data to assist in near-term and future workload projections. This position also requires communication with technical personnel to purchasing materials, evaluate project health and provide budgetary variance evaluations. Employee must have organization, time management, and prioritization skills. Must be able to work independently under the direction of the department director and our NASA clients. Must have the ability to effectively communicate and build professional relationships with internal customers and department personnel.
BA or BS degree in business administration, accounting, finance, Industrial management or related discipline plus three (3) to five (5) years of progressive and relevant experience. Experience in project management and finance management is highly desirable. Must have advanced knowledge of common Microsoft Office products (Excel, Word, PowerPoint, Access and Project 2010) and expert knowledge with Excel, including data importing/exporting/extracting from/to other data bases, pivot tables, IF formulas, graphical functions, workbooks, etc.
UNUSUAL OR SPECIAL PHYSICAL REQUIREMENTS OF POSITION
Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency. Physical requirements are: sitting, walking, standing, climbing stairs, and ability access remote structures.
DESCRIPTION OF WORK ENVIRONMENT
Position requires individual to travel to different areas on site. Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility. Uneven surfaces exist in office and shop areas and must be traversed. Must be able to function as a member of a team in a fast paced environment. All work must be completed in a safe manner in accordance with NASA and Company safety standards.
EQUIPMENT AND MACHINES INVOLVED IN WORK TASKS
Use of calculator, printer, fax, scanner, telephone, filing cabinets, and other standard office equipment is required.
CRITICALITY OF ATTENDANCE
Attendance and punctuality are essential in this highly collaborative environment. Overtime work may be required in support of test project schedules or other priority assignments as determined by management. Normal working hours are nine (9) hours per day with some flexibility based on pre-approval. Condensed work schedule, allowing alternate Fridays off, is typically in use for each two week pay cycle (9-80 schedule).
OTHER ESSENTIAL FUNCTIONS
Knowledge of Microsoft Office programs to include Microsoft Project is necessary. Must be able to communicate effectively with individuals at all levels of the organization. Must work well under pressure to meet deadline requirements. Dress must be appropriate for the position and not pose a safety risk or hazard to the employee or others in accordance with NASA and Company policies. Must be able to pass a physical examination (including drug testing) as determined by the NASA White Sands Test Facility and the Company for the job classification. If applicable to the specific job assignment, must possess and maintain a valid drivers license. Must be a U.S Citizen. Must pass a Federal background investigation. Must maintain site access to NASA facilities and computer systems.
