Department Summary: Do you have an existing security clearance and acquisition experience with United States Intelligence Community as a Contracting Officer Representative, Project Leader or Contracting? Would you like to join a team that helps the Intelligence Community implement acquisition solutions to their most challenging national security problems spanning organizational boundaries? MTIRE's Acquisition Strategy and management (L211) Department, as part of the Cost, Acquisition, and Management Sciences (CAMS) Division, provides acquisition, procurement, and contracting Subject Matter Experts (SME's) for the design, solicitation, award, administration, and closeout of MITRE Sponsor mission-critical requirements
The talent and skillsets of L211 SME's deliver unique and mission-critical procurement expertise across the Intelligence Community
This work is championed by our SME's that create timely delivery of comprehensive, holistic, and leading-edge acquisition, procurement, and contracting solutions through collaboration (e.g., cost analysts, enterprise architects, cyber experts) solving complex challenges daily
We in L211 are looking for talented, driven, and proactive acquisition (COTR, COR, Project Leaders, Program Managers), procurement, and contracting SME's with an existing security clearance
The right candidates are seeking a fulfilling and challenging career working as part of a team and/or independently to further the state of the art in our career field

• Championing research and development of Artificial Intelligence (AI) and related technologies based on how it's currently and will impact acquisition, procurement, and contracting moving forward through both internal MITRE efforts Sponsor partnerships.
* Supporting US national security efforts in the areas of health, defense, information technology, and space through our work with the Dept
of Health and Human Services (HHS), the Dept
of Homeland Security (DHS), and Space Force
* Cultivating innovation in Federal procurement and acquisition through new approaches such as MITRE's Challenge-based Acquisition (ChBA), which promotes increased government and industry collaboration, cultivates innovation solutions into the federal landscape, and enables the government to leverage industry's broad experiences across a solution space resulting in more impactful procurement outcomes for our sponsors and a cultural change that permeates future acquisitions and approaches
Roles and Responsibilities:
• Deliver demonstrative understanding and expertise in the areas of U.S
government acquisition, procurement, and contracting across the entire Acquisition Lifecycle (Pre-award, Solicitation, Source Selection, Contract Administration & Contractor Performance, and Closeout)
* Develop, manage, and control project and program management functions in support of complex procurements
* Create value as either an independent performer, part of a team or leading tasks/projects
* Proven ability to identify, define, and refine documented procurement requirements from multiple stakeholders
* Construct actionable Acquisition Artifacts such as: Work Statements (SOW, SOO, PWS), Acquisition Plans and Strategies, Source Selection plans and strategies, Independent Cost Estimates, Risk Management and Quality Control/Assurance plans, Solicitation Artifacts (RFIs, RFPs, Sources Sought, etc.) and other acquisition and organizational planning and decisional documents
* Ability to communicate effectively and efficiently complex acquisitions related data both verbally and in writing
* Deliver expert guidance and participate in both observed and facilitated Source Selections
* Conduct comprehensive analysis of simplified to complex organizational procurement structures and systems resulting uniform and sustainable acquisition, procurement, and contracting business practices Basic Qualifications:
• Bachelor's degree and 8+ years of experience with U.S
government acquisitions across the entire Acquisition Lifecycle
* Experience as a U.S
Government Contracting Officer or Contracting Specialist (FAC-C or DAWIA) or Program Office Procurement Officials (FAC-COR, FAC-P/PM or DAWIA), Certifications are desired but not required
* Working knowledge and experience with US government acquisition, procurement, and contracting processes, policies, and procedures
* Ability to work as either an independent performer and as part of a team
* Demonstrated skills and experience in presenting data both verbally and in writing
* Top Secret Security Clearance and the ability to obtain SCI/CI designation
* This position requires a minimum of 50% hybrid on-site Preferred Qualifications:
• Master's degree and 10+ years of experience with US government acquisitions across the entire Acquisition Lifecycle
* Experience as a U.S
Government Contracting Officer or Contracting Specialist (FAC-C Level 2-3, DAWIA Level 2-3) or Program Office Procurement Officials (FAC-COR and FAC-P/PM Level 2-3, DAWIA Level 2-3)
* Working knowledge and experience with US government acquisition, procurement, and contracting processes, policies, and procedures
* Ability to work as an independent performer, as part of a team, and as a team or project lead
* Demonstrated skills and experience in presenting complex analytical results both verbally and in writing
* Experience with classified acquisitions This requisition requires the candidate to have a minimum of the following clearance(s):
Top Secret This requisition requires the hired candidate to have or obtain, within one year from the date of hire, the following clearance(s):
Top Secret/SCI/Polygraph Salary compensation range and midpoint:
$135,000 - $169,000 - $203,000 Annual Work Location Type:
