This position is responsible for the oversight of certification department for East Bay Paratransit. Applicants are processed through an established evaluation program and given eligibility in our ADA Paratransit program. This position supervises and trains eligibility analysts and support staff as well as manages the ADA eligibility and appeals processes. In addition to oversight of the performance of a work group of approximately 7 employees, this position also manages assists with community outreach and coordinates some of the activities of the Service Review Advisory Committee. Chiefly, this position regularly coordinates the day-to-day functions of all eligibility analysts, clerical support staff the office Reception area and is responsible for the planning and analytical responsibilities of the certification office including reviewing performance data (telephone activity and 2 nd level assessments) and oversees the scheduling of all Appeals Panel Hearings. In addition, this position ensures there is adequate and appropriate representation at the appeals hearings. This position must be capable of working independently and achieving a high level of work product output with little, and at times, no direct supervision. Work hours are generally 8 am to 5 pm, Monday through Friday. Successful candidate must be able to establish priorities and move quickly and dependably. Must be creative, forward thinking, and have initiative and display high-level leadership skills.
Must be able to perform in a variety of different public presentation settings and be able to adapt to different audiences with different presentation styles. Knowledge of ADA Paratransit, eligibility criteria, working with social service agencies, working with the public and some experience with federal, state and local laws is highly desired.
Skills/Knowledge/Abilities: This position requires strong leadership skills and abilities and possesses a positive and energetic outlook. Successful candidate must be dependable and reliable and must be capable of communicating clearly at all times and in all situations and interacting with diverse groups of people in a sensitive, caring and understanding manner. Candidate must be capable of demonstrating excellent writing and speaking skills. Proficient computer skills are a requirement of this job. Working fluency with MS Word, Excel a must; experience with other relevant software such as Power Point helpful. Candidate must possess the ability to read and comprehend federal provisions and state and local laws. Some knowledge and experience in governmental affairs or governmental relations also advantageous.
Other Duties: Position may require attendance at advisory committee or subcommittee meetings, service provider and/or public meetings and/or training sessions for drivers, supervisors and other personnel. Person in this position is expected to make oral and/or written presentations as needed. Other related duties as assigned.
Experience/Educational Requirements: Graduation from an accredited four-year college or university with a major in a medical, social service or transportation science is preferred but not required. Two years of general work experience in a disability-related work environment along with two years of demonstrated leadership, preferably directly with ADA eligibility can be substituted for the educational requirement. .
Work Environment: Ninety-five percent (95%) of the work performed in the capacity of this position is in a professional office environment that is clean, well lit, and in compliance with the ADA’s Architectural Standards. Minimal lifting is required and never any more than boxes of 25 pounds. The remaining five percent (5%) level of work may be performed off site but never in unsafe or hazardous surroundings. The office is environmentally friendly and neither smoking nor artificial scents are permitted in the work environment.
