General Description:

The Global Category Lead (GCL) / AD/Director of CMO Procurement is responsible for establishing, managing and improving all aspects of purchasing services and products required with 3rd Party Contract Manufacturers (CMO) to support the organization while maximizing values from our supplier relationships. The primary focus will be on services and products to support our clinical and commercial studies & products such as: labeling / packaging, distribution, and end-to-end fully operating CMOs. In addition, the GCL role will also manage Packaging Category in various category management requirements for the interim until organization changes.

This role will reside in Global Tech Ops Procurement to establish standard business processes and help ensure seamless purchasing and reporting i.e., in our new ERP environment (SAP S/4Hana). This role will also work closely with contract manufacturers (CMOs) worldwide, R&D, Commercial Supply Chain, CMO Site Managers, Clinical Supply Planning, Quality and CMC Development partners to ensure supply continuity with optimal cost and quality. Finally, the AD of Procurement GCL will help drive the evolution and implementation of new platforms, systems and processes that enable greater operational efficiency, accuracy, and utilization of the product portfolio.

Responsibilities:

* Lead CMO and Packaging Categories as GCL with collaboration of cross-functional teams of subject matter experts to achieve business, operations, and quality objectives in addition to performance goals for the contract manufacturing, packaging, or business partnerships.
* Lead cross-functional teams in evaluating and selecting CMOs for a particular project as requested.
* Partner with key stakeholders located in China and other global locations including Ops Procurement, Site management, and senior level management (i.e. GTO committee, etc.)
* Prepare a Statement of Work (SOW) as required. The preparation of an SOW can include negotiation of project fees, negotiation of milestones, defining responsibilities between BeiGene and the CMO and keeping Legal, Procurement and other groups up to date on SOW progress.
* Create risk mitigation strategy documents pertaining to N level CMO / supplier, and N-1 sub level supply chain risk profiles that are apparent to the business requirements.
* Ensure that the overall relationship between BeiGene and the CMO/partner is healthy.
* Drive continuous improvement of the business relationship with CMOs and sub-suppliers.
* Lead/Participate in CMO Site visits as requested.
* Lead creation of Master Service Agreement and maintenance (as required) so that it accurately reflects the existing business relationship.
* Support QA in establishing QA agreements with all CMO's and assuring that Product Specific Requirements (PSR's) are established before projects are initiated.
* Establish Business Operations Reviews and formal Governance structure with various CMOs/partners
* Proactively identify risks, create strategies to avoid or minimize their impact and manage the execution of risk mitigation plans.
* Participate in and contribute to drug development telecons in an effort to proactively intercede if a relationship issue jeopardizes the project.
* Develop annual CMO budget (expense and capital) and monitor performance against plan on an ongoing basis.
* Generate and distribute periodic reports for overall performance metrics, key issues, production status and highlights, and regular operational performance summary updates as required.

* Sign documents for activities as authorized and described by BeiGene's policies, procedures, and job descriptions.

* Ensure primary and secondary packaging categories are managed with the similar methodologies, concept, strategic management, and risk management principles as described for CMO category above.
* Focus on assurance of supply, quality, regulatory compliance, cost, service, and innovation as key drivers of GCL core responsibilities.

Other Requirements:

Have a bachelor's degree or above in finance, engineering, supply chain, and science related areas.

5+ years procurement relevant working experience. GMP environment is a plus.

Possess good contracting, negotiation, price analysis, and communication skills.

Familiar with SAP S4/HANA or similar procurement platform and ERP systems.

Be independent and proactive, under pressure and have strong execution.

Good computer office skills; English skills in writing and speaking. Chinese language is a plus.

Comply with disciplinary and procurement professional ethics. Have strong sense of responsibility, devotion, innovation and teamwork.

Able to work independently and demonstrated cross functional leadership in stakeholder management and driving procurement principles.
