Job Description

Job Purpose:
• Coordinate the various projects execution activates from the point of bidding construction packages until the close out of the project including all Safety, Security and Quality aspects.

Key Accountabilities:
• Commitment to complete the projects safely within the required quality, cost & schedule

Strategic Contribution
• Supervise/coordinate onsite construction within approved schedule as per SABIC guidelines and project manager’s instructions
• Negotiate the performance of activities with concerned parties and managers
• Plan and arrange temporary facilities for major outages
• Review and manage construction material management systems, such as storage, ordering, delivery, expediting, handling, monitoring, preservation, etc.
• Participate in and address constructability methods, labor markets and concepts, carry out constructability reviews for major jobs and address resource availability

Safety
• Insure project team fully complies with all safety requirements including but not limited to SABIC EHSS / SHEM requirements and state and federal regulations through all phases of project execution
• Insure all aspects of SHEM05 are being fulfilled by the construction management team and the procurement team
• Insure SHEM05 requirements are being met to review EHSS and technical performance for all contractors on an annual bases and at the end of the contract for regular contractors and the end of the job for infrequent  contractors

Strategic Planning & Alliances
• Monitor construction progress and ensure that site activities & equipment items (and associated components) are installed according to approved milestones
• Maintain approved and qualified contractors against pre-defined competencies and skills in all disciplines to allow proper bidding of construction activities
• Bid out all work above $50k to contractors and recommend winning bidder to  procurement

Department Management
• Assists in claims avoidance & claims settlements

Stakeholder/ Network Management
• Ensure contractual implementation with approval comments and recommendations for payment

Continuous Improvement
• Ensure that all projects are being executed as per applicable Safety Regulations & Standards
• Share lessons learned, best practices for continuous improvements and optimization
• Assist to evaluate the contractors through the approved contractor’s evaluation sheet
• Participate in the evaluation & approval of project safety plans prior to start of site activities
• Follow up on the implementation of quality inspection procedures
• Interview (as required) contractor’s construction key personnel prior to ID issuance
• Participate in project constructability reviews.

People Management
• Oversee construction management team
• Review contractors work schedules and give comments to project head
• Responsible for mentoring, guiding and measuring performance of any contractor
• Facilitate communication with the rest of the organization specially during contractors mobilization/demobilization and related activities

Job Requirements

Requirements:
Education and Training:
• Prefer BS Degree in Engineering or Diploma/Associate degree (Below Bachelor) with 10 years equivalent experience or
• Minimum unrelated or associates degree with 5+ years equivalent experience  

Experience:
• 10 years of experience in construction supervision.
• Possesses a thorough knowledge of general principles and theories related to construction and contributes significantly to the solution of a variety of complex problems.
• Experience with Process Safety Management (PSM).
• Leadership experience with demonstrated ability to inspire, guide and encourage others.

Job Specific Skills: 
• Strong accountability skills
• Thorough knowledge of construction policies and procedures
• Has the technical skills to document and report the progress of construction and supervises the work flow progress to completion
• Familiarity with the construction industry’s current applicable software
