This essential role collaborates with every department to implement new software solutions which automate business processes, support operational KPI’s and reporting, provides application support and monitoring of existing software solutions, streamlines the City’s applications footprint, and partners with department stakeholders to evangelize the use and capabilities of strategic software platforms. Types of Analyst Careers:
  • IT Systems Analyst II supporting Enterprise and City Hall Applications (3)- Hiring Range: $68,000-$75,000
  • IT Systems Analyst II supporting Public Works and The Boise  Airport (2)- Hiring Range:  $68,000-$75,000 
  • IT Systems Analyst Sr supporting the Boise Public Library and Boise Parks & Recreation Hiring Range: $86,000-$91,000

Essential Functions:
IT Systems Analyst II:
  • Acts as system owner and technical expert for configuration, installation, future planning, and support of enterprise systems. Applies software patches and updates or other modifications necessary to meet service level agreement. Identifies and troubleshoots technical issues; develops and implements solutions, escalating as appropriate. Implements enhancements using system-specific tools, scripting, and entry-level programming. Creates and maintains technical documentation. (30%)
  • Gathers business requirements and identifies reporting needs. Manages and develops reports using Microsoft Reporting Services and PowerBI. Designs reports with an application-wide view to maximize reusability. Develops SQL queries to analyze relational data to facilitate business inquiries and support quality system data. (30%)
  • Maintains a thorough understanding of supported system capability and business use. Collaborates with business owners to identify and document relevant business processes and requirements. Identifies enhancements needed in existing applications or processes to meet user requirements. Assists in feasibility studies for software systems and makes recommendations regarding product selection. (15%)
  • Meets with business customers to ensure enterprise solutions are meeting business objectives. Provides assistance and advice to business users in the effective use of applications and information technology. Assists in evaluating, installing, configuring, and deploying new software systems, and/or enhancements to existing systems. Serves as a liaison and facilitator between business units to assist in addressing and resolving issues. (15%)
  • Stays current on technology in this field regarding security, performance and coding practices. Provides mentoring, guidance, and support to team members. Attends seminars, conferences and training classes. (10%)
IT Systems Analyst Sr:
  • Maintains a high-level technical and functional expertise on supported systems. Ensures that applications meet business requirements and systems goals, fulfill end-user requirements, and identifies and resolves systems issues. Prepares an analysis of costs and benefits so that management can decide if system upgrades or new implementations are financially worthwhile. Devises ways to add new functionality to existing systems. Designs and implements new systems by choosing and configuring hardware and software. Oversees the installation and configuration of new systems to customize them for the organization. Analyzes, interprets, and presents research findings for preparing design specifications; analyzes specifications and instructions to develop appropriate systems and programs; designs effective information technology solutions; maintains multiple information technology systems (40%)
  • Provides technical expertise and recommends new IT software projects and initiatives to support and enhance existing systems. Identifies opportunities which will improve efficiency of business processes. Coordinates application development for multiple projects. Troubleshoots and resolves technical issues, works with vendors or programmers when necessary to resolve issues. Identifies modifications needed in existing applications to meet changing user requirements. Analyzes data contained in the system databases and identifies data integrity issues with existing and proposed systems and implement solutions. Provides assistance and advice to business users in the effective use of applications and information technology. Writes technical procedures and documentation for the applications including operations, user guide, etc. Evaluates, installs, configures, and deploys new applications, systems software, products, and/or enhancements to existing applications throughout the business. Coordinates feasibility studies for software and system products under consideration for purchase, and gives advice based on findings. Contributes to pre-testing phase of development by evaluating proposals in order to identify potential problem areas and makes the appropriate recommendations. (30%)
  • Assists in the creation of the system design and functional specifications for all new development projects. Serves as a liaison and facilitator between all business units to assist in addressing and resolving IT software issues. Ensures appropriate standards and procedures are adhered to during the development process to support a quality deliverable (20%)
  • Trains, mentors and works with co-workers on projects to help familiarize team with new concepts, applications or technologies. Provides feedback for code reviews. Facilitates training seminars for peers and stays current on technology, researches technical bulletins, white papers regarding security, performance and coding practices. Attends seminars, conferences and training classes. (10%)

Required Knowledge, Experience, And Training
IT Systems Analyst II:
  • Bachelor’s degree in Information Technology or a closely related field
  • Five years progressively responsible professional experience in information systems supporting enterprise applications 
  • Three years of experience configuring and customizing enterprise applications
IT Systems Analyst Sr:
  • Bachelor’s degree in Computer Science, Information Technology, or a closely related field 
  • Six years progressively responsible professional experience in current application development and support, database management and systems analysis/ development 

Level of Knowledge:
IT Systems Analyst II:
  • Functional knowledge in supporting enterprise applications and technically fluent using scripting languages including JavaScript, and data formats including JSON, XML, and YAML for configuration and customization
  • Functional knowledge in querying relational data and report writing using Microsoft SQL Management Studio and SQL Server Reporting Services
  • Functional knowledge in debugging and supporting complex client/server environments including networking, hardware, software, and server architecture
  • Working knowledge with server configuration, and management and maintenance
  • Functional knowledge of project management, including the ability to produce written documents with clearly organized thoughts using tools such as Microsoft Visio and the ability to establish priorities to meet objectives
  • Functional knowledge in vendor and contractor management and interpersonal skills necessary to establish and maintain effective working relationships with management and staff
  • Functional knowledge of principles and concepts of information systems including disaster planning and recovery techniques, server and service monitoring, system health and stability, and managing application and hardware upgrades, and release management
IT Systems Analyst Sr:
  • Functional knowledge of principals and concepts of business process and software design, relational and distributed database design and implementation. 
  • Functional knowledge of project management, software development methodologies and life cycles, current trends in information technology software, business systems, hardware, networks, and communications
  • Functional knowledge of disaster planning and recovery techniques, debugging and error detection, advanced level form, screen, and report design techniques  
  • Thorough understanding of software applications such as finance, human resources, etc. Knowledge and understanding of tools such as Microsoft Visio, Microsoft SQL Management Studio
IT Systems Analyst II:
  • Display an attitude of cooperation and work harmoniously with all levels of City employees, the general public, and other organizations
  • Ability to communicate effectively in the English language in person and in writing at a level necessary for efficient job performance
  • Ability to complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.
  • Individuals must be capable of operating vehicles safely and have an acceptable driving record 
IT Systems Analyst Sr:
  • Must meet the ability requirements of Systems Analyst II AND
  • Establish and maintain effective working relationships with management, staff, contractors, and/or vendors; produce written documents with clearly organized thoughts; establish priorities to meet objectives

Preferred Knowledge, Experience, And Training
IT Systems Analyst II:
  • Seven years progressively responsible experience configuring and customizing information systems and supporting enterprise-level systems

  • Experience various systems and public facing departments is a plus: ERP systems, Document Management Systems, Permitting & Licensing systems, Legal Systems, Library Systems, Parks & Recreation Systems, and Public Works or Airport experience with industrial or controls related environments 
  • Functional knowledge of relational data and management systems and GIS data and management systems
IT Systems Analyst Sr:
  • Masters degree Computer Science, Information Technology, MBA or a closely related field 
  • Eight years progressively responsible information systems experience
  • Experience in formal business analysis, project management, and developing applications and components targeted for web, windows desktops, and/ or hand held devices
  • Experience supporting the Lynx Consortium Libraries system
  • Work experience in a governmental setting or in a public agency
  • Programming experience with ASP.Net, C#, Java or Visual Basic, CSS, JSON/XML, SOAP, XHTML 
Special Requirements
IT Systems Analyst II applicants must be able to pass:
  • City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

  • Driving Record Check
  • Education Verification
  • Criminal Justice Information System background check (CJIS)
  • Possible requirement: Transportation Security Administration background check (SIDA)

Working Environment
The work environment will include inside conditions, with areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards. Employees will also drive a vehicle as part of this position.
This position works: weekends, holidays, and/or graveyard shift schedules and scheduled on call.
