The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. If you have student loans and you are selected for full-time employment with Halifax County, you may qualify for forgiveness of the remaining balance due on your William D. Ford Federal Direct Loan (Direct Loan) Program loans after you have made 120 qualifying payments on those loans while employed full-time by certain public service employers.

Description:
This position manages the Child Welfare Division’s Permanency Planning Services (formerly called Foster Care) to include Adoption Services and Foster Home Licensing, Childcare Services, and Work First Services. This position will work closely with the Child Protective Services Program Manager to ensure the overall functioning of the Child Welfare Division, which consists of a large staff including supervisors, social workers, and clerical support staff. The primary job duties include conducting program assessments, developing mechanisms for monitoring programs, providing direction and coordination for training, facilitating compliance with state policy and procedures, preparing for state audits, working closely with the Agency Attorney, evaluating staff performance, and assisting in the departmental budget planning and preparation. This position requires on-call after-hours coverage a minimum of one week per month, attendance at required agency, state, and community meetings, and regular participation in court sessions. There will be times that this position will have to travel out of county for meetings and/or training and will have to be available to assist with emergency placement needs after hours.
Requirements:
Master's degree from an accredited school of social work and three years of social work or counseling experience, two of which was in a supervisory capacity; OR a bachelor's degree from an accredited school of social work and four years of social work or counseling experience, two of which were in a supervisory capacity; OR a master's degree in a counseling field and four years of social work or counseling experience, two of which were in a supervisory capacity; OR a four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and five years of social work or counseling experience, two of which were in a supervisory capacity; OR graduation from a four-year college or university and six years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in techniques of casework, group work, or community organization, two of which were in a supervisory capacity; OR an equivalent combination of training and experience. Position Preference: Applicants with a master’s degree in social work or human services. Interpersonal skills, sound judgement, and the ability to communicate well with a diverse range of clients are needed. Note: In accordance with State mandates and the Halifax County Emergency Operations Plan, Halifax County Social Services staff are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter, or Emergency Operations Center. Other requirements include possession of a driver’s license valid in the state of N.C.
Compensation:
The hiring range for this position is $60,086 - $76,083. Halifax County provides a comprehensive employee benefits package, including membership in the N.C. Local Government Employees’ Retirement System.
