The Work You Will Do:

This professional position in the Southeast District Permitting Program is primarily responsible for assisting in processing and evaluating Environmental Resource Permit (ERP) and State 404 Permitting applications pertaining to dredge and fill activities in, on, or over wetlands or surface waters; sovereignty submerged land authorizations; wetland determinations; and mangrove trimming activities. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

The OPS Environmental Specialist II works with department staff to ensure projects meet the agencies strict environmental standards protecting wetlands and water quality. The OPS Environmental Specialist II also works with managers to plan and prioritize activities and projects in line with DEP's strategic objectives and find integrated solutions on a variety of organizational challenges.

This position is located in West Palm Beach Florida. West Palm Beach is Palm Beach County's capital city and its cultural center. Its active downtown stretches from a scenic pier on the Lake Worth Lagoon to a waterfront Great Lawn, which hosts a weekly green market and outdoor concerts. Dozens of local beaches provide easy access to both the Atlantic Ocean and the Intercoastal Waterway. Several State Parks as well as National Parks are in the immediate area as well.

Your Specific Responsibilities May Include:

Permitting:

* Reviews permit applications, plans and specifications for the ERP and 404 Programs.
* Ascertains that all Department rules are met.
* Reviews technical aspects of these projects to determine that all materials and methods described in the application package are addressed, complete and suitable to the circumstances and in accordance with sound engineering practices and principles and particularly in accord with specific engineering publications referenced in Department rules.
* Determines the appropriate form of regulatory authorization for ERP and 404 projects and the appropriate form of state lands authorization.
* Review ERP applications for qualification of Federal State Programmatic General Permit (SPGP) pursuant to an agreement with the US Army Corps of Engineers.
* Conducts site inspections to determine environmental impacts to surface waters and wetlands, water quality, and sovereign submerged lands.
* Verifies and delineates the landward extent of wetlands and surface waters by the identification of vegetation, hydric soils, and hydrologic indicators in accordance with Rule 62-340, Florida Administrative Code.
* Updates permitting data/records in all applicable data management systems.
* Recommends issuance or denial of permits as appropriate.
* Ensures that Chapter 120, Florida Statutes, deadlines and district metrics are met.
* Conducts permit determinations and communicates final decision with the facility owner.
* Coordinates with Compliance staff and supports inspections of facilities to determine compliance with permit.
* Writes Requests for Additional Information, permit documents and other correspondence clearly and professionally

Required Knowledge, Skills, and Abilities:

* Knowledge of computers and the Microsoft suite of applications
* Possess effective verbal and written communication techniques
* Skilled at organization and good communication
* Ability to effectively communicate both verbally and in writing
* Ability to work independently as well as being a member of a team
* Ability to prepare clear, concise and articulate procedures, reports and letters
* Ability to establish and maintain effective working relationships with staff and the public
* Ability to work independently, collect, analyze and synthesize scientific and technical data
* Ability to understand and apply rules, directives, policies and procedures
* Ability to work under pressure and meet deadlines

Minimum Qualifications:

* Minimum of one year of professional experience in the field of environmental regulation, environmental or land management, habitat restoration, or biological sciences. Advanced degree(s) can substitute for some years of experience.
* Valid driver license.

Preferred Qualifications:

* Bachelor's or advanced degree in physical or natural sciences relative to environmental science.
* Experience related to the Environmental Resource Permitting (ERP) Program (permitting, compliance, enforcement and state lands) or similar state or Federal dredge and fill program experience.
* Experience with Florida's Delineation of the Landward Extent of Wetlands and Surface Waters rule, Chapter 62-340, Florida Administrative Code.
* Experience with Florida's Uniform Mitigation Assessment Method rule, Chapter 62-345, Florida Administrative Code.
* Experience with the rules and statutes governing the State's regulatory programs.

Preferred Additional Knowledge, Skills, and Abilities:

* Knowledge of physical and natural sciences relative to environmental resources and water quality
* Knowledge of rules and statutes governing the regulatory and proprietary programs of the state
* Ability to travel as needed to perform site inspections, attend trainings, participate in meetings, and attend conferences
* Ability to maintain a valid driver's license
