Position Concept

Under the supervision of the Early Head Start Director oversees and directs the planning, organizing, and implementation of education services for children. These services contribute to the increased social competence in children and the recognition and enhancement of parents as the primary educators of their children. Provide educational leadership to the program in establishing a continuous educational improvement planning process that focuses on improving child outcomes.  Supervise the delivery of the educational program ensuring compliance with applicable policies, procedures, laws, standards and regulations and alignment with program and organizational improvement plans.

Essential Functions

  • Vision and Purpose
  1. Perform the functions of this position with a strong understanding of the Head Start Performance Standards and the component plans; Head Start child development outcomes; and thorough knowledge and application of Developmentally Appropriate Practices
  2. Establish and communicate a shared vision, purpose, and direction for the education program that focuses on improving student outcomes and program effectiveness.
  3. Conceptualize the broad goals of the education program and plan, monitor, review and revise them accordingly.
  • Educational Leadership
    1. Ensure implementation of Educational Services Program for the Head Start program is occurring with fidelity, is Multi-Cultural appropriate, age appropriate and anti-bias.
    2. Coordinate development of childcare partner policies and procedures used to carry out the daily routine of the educational program, as appropriate
    3. Define responsibilities and accountability of staff members to ensure compliance with established policies and procedures, and applicable local, state, and federal laws, standards and regulations.
    4. Provide leadership and oversight to the program for state specific school approval and Gold Seal accreditation processes, as appropriate to childcare partners.
  • Curriculum and Instruction
    1. Monitor the instructional program to ensure a positive learning climate is established, students are actively engaged in meaningful and relevant activities, and instructional strategies and activities are research-based, reflective of best practice and differentiated to meet individual child needs.
    2. Coordinate the use of effective classroom management and organizational strategies to maximize time children are actively engaged with primary caregiver and learning opportunities.
    3. Lead responsibility for parent involvement in education services as per HS requirements
    4. Supervise the development, implementation, and revision of personal education plans for all program children, to include IFSPs and IEPs, as required by the Individuals with Disabilities Education Act (IDEA).
  • Assessment
    1. Become a Certified Infant/Toddler CLASS observer annually
    2. Coordinate the administration of standardized screening and assessment protocols, as required.
    3. Develop and implement a system to monitor, document, and analyze child performance and outcome data, and use results to improve outcomes.
  • Communication
    1. Establish effective interdepartmental collaboration to ensure integration of education throughout all elements of the Early Head Start program.
    2. Establish and maintain positive and collaborative working relationships with children, parents, staff, childcare partners and community stakeholders to support student learning, to enhance the educational program, and to facilitate quality transitional services.
  • Quality Improvement
    1. Provide leadership to the program’s process for establishing, implementing, and monitoring a continuous process of improvement that focuses on child outcomes.
  • Resources and Support Systems
    1. Assist in development, implementation, review and evaluation of Federal Programs (IDEA) and Grant Projects, as appropriate to program.
    2. Assist in the preparation and administration of educational budgets; ensure necessary instructional materials, supplies and equipment are up-to-date, functional, appropriate for the purpose intended, and in sufficient numbers to support the educational program and implement its plans for improvement.
    3. Establish and supervise the maintenance of a secure, accurate, complete, and compliant child record keeping system that monitors student progress.
    4. Coordinate and supervise the maintenance of safe, clean, orderly, and engaging learning environments.
    5. Providing support, mentoring, counseling, feedback, coaching and instruction to education staff in fulfilling their job responsibilities, to include the completion of annual performance appraisals.
    6. Provide activities that will facilitate the professional growth of the staff and enhance the quality of the instructional program.
    7. Participate in a continuous program of professional development that supports achievement of the program’s improvement goals.
    8. Complete all training, in-service and staff development requirements as set forth by EYA and its’ contracting, licensing, accrediting and state teacher certification agencies.

Other Duties Include, But Not Limited To

  • Report any acts, incidents or conditions that reflect the possibility of inappropriate youth-to-youth or staff-to-youth relationships.
  • Report any use of physical force and all unusual incidents per EYA policy and state guidelines.
  • Perform other duties as assigned.

Position Specifications

Education:   Bachelor’s degree, from an accredited College or University, required, preferably in Early Childhood Education.   

Experience:   Two years successful teaching experience, and one-year experience supervising, or leading other teachers required.

Skills:   Supervisory, analytical, excellent verbal and written communication, self-motivation, collaborative, resourceful, flexible, creative, objective, interpersonal skills initiative, problem solving, decision making, organization, planning and critical judgment skills. Basic skills instruction, development and use of learning and media centers, experiential and special education, and supervisory knowledge.   Ability to learn and utilize various instructional technology software programs and equipment.

Travel:  Must be able to meet requirements for Eckerd’s Auto Insurance and be able to drive for business purposes.  Must have appropriate and valid state driver’s license.

Other:   Must interface effectively at all organization levels, commitment to professional standards and personal development; Must meet state criminal background check requirements.

Physical Demands:  Requires extended periods of walking/sitting/standing; Depending on the assigned program/facility, position may also occasionally expose incumbent to working outdoors for extended periods of time, and exposure to the elements; Incumbent may occasionally lift/move up to 25 pounds.  Ability to restrain youth in accordance with approved techniques.   Must be free of communicable diseases as defined by state and to the extent that knowledge is attainable under the law.
