What You Will Do:
The District 12 Capital Programs Department has a vacancy requiring the expertise of a professional engineer. A sample of common tasks for this position is shown below.
Programming Engineer:
* Comprehensive project programming: Develops project forecast and budget for pavements, bridges and other assets based on system conditions and coordinates programming of new projects with existing projects throughout the district to optimize available funding sources and maintenance of traffic schemes.
* Coordinates pre-scope meetings and holds monthly district programming meetings to discuss project scope, schedule and budget.
* Manages and oversees the pavement selection process for the District Preservation Program and the Urban Paving programs.
* Establishes and maintains the work plan in accordance with our 6-year work program and funding horizon.
* Leads and coordinates the Annual Workplan for the district.
* Programs projects using Ellis and oversees revisions to keep Ellis up to date.
* Coordinates with Highway Management as well as other departments for future project needs.
* Manages GIMS/Asset Management coordinator, Hydraulics and Conduits Inspection team, Project Programming/Legislation and project agreements.
* Oversees GIS and mapping activities.
* Coordinates with the district MPO liaison for all funding changes.
* Coordinates project closeouts.
* Coordinates the Federal Authorization End Dates for projects with federal funding.
Who we are looking for:
The State is seeking a licensed P.E. in the State of Ohio who is conscientious, collaborative, well organized, self-directed, detail oriented, and an adaptable problem solver. The candidate should have a good understanding of engineering principles, design standards, and the ODOT project development process. The candidate should also have a design background, proficiency in reading and interpreting plans and contract documents, and be familiar with ODOT design standards, as well as AASHTO and other published guidance documents. Strong communication skills are essential for interacting and building relationships with district staff, central office, and various project stakeholders.

Official Position Description:
Acts as staff specialist, (i.e., develops engineering policies & plans projects concerned with unique or controversial problems which have significant impact on major organizational programs; keeps abreast of new scientific methods & developments affecting Capital Programs & Highway Management & recommends changes in program emphasis; represents administrator in administration of contracts involving multiple complex projects, programs & directives develops &/or revises policies & directives based on field observation & testing); supervises assigned staff (e.g., provides developmental opportunities, coaches staff to foster development, job satisfaction, assigns work, evaluates performance, recommends discipline if necessary, provides feedback when appropriate). Signs plans &/or other engineering documents as registered professional engineer. Oversees ranking systems (e.g., bridges, pavements, culverts, & other assets) including management & analysis of data utilized by these systems. Develops long-term strategies for achieving desired system condition ratings & balancing district funding allocations regarding bridges, pavements, & other assets. Provides support in managing & forecasting future requirements related to District allocations/work plan for comprehensive project programming. Provides information to internal & external customers regarding current & historical bridge, pavement, & other assets condition ratings. Oversees Functional Class System (e.g., implements revisions &/or updates) Oversees development of preliminary project cost estimates. Coordinates & leads project programming meetings for the district to gather information to be used in the formulation of project scopes (e.g., obtains preliminary engineering data necessary for preparation of workable scope for estimating programming & design packages). Prepares programming packages for ELLIS (e.g., oversees ELLIS coordinator; ensures ELLIS remains up-to-date & necessary revisions are completed).
Manages District Geographic Information System (GIS) activities & oversees the Pavement Selection process for District Preservation program. Assists District Planning Engineer in preparation & monitoring of District budget allocation. Evaluates programs, policies & procedures. Provides administrator with technical advice to aid in decision-making. Evaluates policy changes & impact on project scope, schedule, & budget. Leads & coordinates the development of district annual work plan. Utilizes computer & related software (e.g., Microsoft Office) to independently generate & sign name to internal & external correspondence (e.g., funding letters) to consultants, local governments, & general public.
Meets with officials from district &/or external officials (e.g., state, federal, & local government agencies) to present department¿s position & offer recommendations of acceptable alternatives when established policy does not apply. Represents & discusses district work plans on behalf of administrator. Utilizes personal computer & related software (e.g., Microsoft Office) to prepare presentations &/or reports.
Position designated Career Professional per Section 5501.20
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
* Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
* Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.
