Assistant Staff Analyst, Cecil Safe Landing - Interim Housing
SUMMARY
Housing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). HFH supports the Los Angeles County Homeless Initiative recommendations support the County's effort to address and combat homelessness in the communities within Los Angeles County. With more than 2,500 beds in its inventory, the HFH Interim Housing Program serves individuals with complex health and/or behavioral health conditions who need a higher level of support services than is available in most shelter settings. The program offers temporary housing in a stable environment to assist clients in stabilizing, increasing independence and completing permanent housing goals.
Cecil Safe Landing is a short-term respite center of 25 triage recliners located within the lobby of the Cecil Hotel in Skid Row. The Cecil provides low barrier and immediate access to services, 24 hours a day/ 7 days per week, to individual adults experiencing homelessness in Skid Row. Triage recliners are designed to be a short-term placement and serve as an access point into Interim Housing or other applicable resources.
The Assistant Staff Analyst (ASA) will provide technical assistance and programmatic oversight of Cecil Safe Landing interim housing operations. They will support with processing referrals and engaging the contracted provider with ongoing case management and crisis management support, as needed. They will collaborate with both DHS and non-DHS stakeholders such as the Los Angeles Homeless Services Authority (LAHSA) and Department of Mental Health on an ongoing basis to ensure that referred participants are connected to the most appropriate IH resource within the homeless service delivery continuum. Ideal candidates will be organized, have basic knowledge of mainstream services for people experiencing homelessness, and be flexible to meet the changing needs and demands of the program. They will also be willing to be co-located at the Safe Landing site as needed.
ESSENTIAL FUNCTIONS
- Provides technical assistance to program partners and providers on subject matter relevant to their assigned program area.
- Recommends, develops, and implements program modifications.
- Assists in the collection and analysis of data specific to program operations which may include referral source information, provider census information, and programmatic monitoring outcomes.
- Provides regular programmatic updates to stakeholders that include internal program staff, participating departments, participating departments, partner agencies, contracted service providers, and other groups.
- Supports in the development of tools that aid in the performance of essential function (I.e., monitoring tools, surveys for providers, forms for referral partners, etc.),
- Conducts meetings and conference calls with relevant stakeholders to discuss operations in respective program area.
- Monitors deliverables from all partners and identifies potential data collection roadblocks and solutions.
- Other duties and special projects as assigned.
JOB QUALIFICATIONS
Education/Experience
Three or more years of highly complex administrative experience in the health, housing, social services, or related sectors.
Certificates/Licenses/Clearances
- Successful clearing through the Live Scan process with the County of Los Angeles.
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Other Skills, Knowledge, and Abilities
- Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Skype, Outlook, etc.
- Able to multi-task and set workload priorities for time sensitive projects/tasks.
- Ability to problem solve and make recommendations to processes, policies, etc.
- Able to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner; ability to work within a project team and/or independently.
- Able to work in a very diverse environment and with diverse individuals.
- Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.

WORK ENVIRONMENT
Currently Hybrid Work Schedule that includes co-location at the Interim Housing facility and office headquarters, and home setting.
