Position Description If you love high profile and challenging projects supporting the US Navy - Serco has a great opportunity for you! Serco Inc. is looking for a highly motivated FMS Logistics Program Manager to provide military logistics and supply chain expertise, advice, and leadership to deliver material support for the modernization, repair, and sustainment of former USN/USCG and foreign naval vessels. This position is contingent upon your ability to maintain/transfer your Secret clearance. This position is contingent upon contract award or funding award. In this role, you will: * Oversight and management a worldwide logistics program supporting technical support, ship repair availabilities, ship and systems modernization, and material supply and provisioning under the auspices of Foreign Military Sales programs executed by Naval Sea Systems Command (NAVSEA) serving multiple international customers and requiring coordination of program requirements across planning and execution with several subcontractors * Liaison with government logistics personnel and customer country representatives on matters concerning logistics and material support * Support the development of ship repair specifications and Ship Alteration and Repair Packages (SARP) with logistics products and updates to ship configuration data * Oversee material requirement, procurement, and transport status tracking and reporting in a high-volume multi-customer environment * Oversee and monitor warehousing operations at several internal and/or subcontracted facilities and geographic locations * Provide guidance and recommendations on the movement of parts, repair equipment, and materials in and/or out of a shipyard * Anticipate, research, and provide reports on changes in availability and status of material to support repair work, technical support, and training and its consequent impacts to schedules * Support the development, implementation, and monitoring integrated master ship repair schedules in the area of material and provisions support * Manage all logistics staff to effectively monitor, evaluate, and motivate their performance * Collaborate with technical support, industrial production, waterfront, and other technical project managers to ensure timely and cost-effective ordering, delivery, receipt, and inspection of ship repair material and parts * Provide assistance and logistics program support as necessary to support development of production / training / logistics schedules, condition reports, weekly SITREPs, material receipt/inspection reports, training reports, incident reports, and test reports * Lead and manage technical and administrative staff by assigning, scheduling, prioritizing, coordinating, and facilitating multiple tasks * Evaluate performance of subcontractors and staff in terms of actual and planned task schedules and resource requirements * Review work for quality assurance * Compose memoranda, reports, and other documentation highlighting project steps and status for daily and weekly meetings with customer * Attend meetings and deliver presentations about project status and work commitments * Ensure training of all staff members and provide instruction on customer's methods, procedures, and standards * Ensure adherence to local, state, federal and OSHA safety laws and policies * Evaluate, develop, and/or implement procedures for project documentation and development * Participate in long-range planning, analysis, and program design * Participate in the planning and design of new projects * Review employee schedules and timecards * Perform additional duties and responsibilities as assigned Qualifications To be successful in this role, you will have: * Bachelor's degree in a relevant discipline with 7 years of logistics experience is required, including five (5) years of experience in Navy Project Management involving all aspects of the Logistics Support Planning and Execution on surface or subsurface combatant programs, and two (2) years of experience in logistics planning and execution activities supporting a surface or subsurface combatant program/project office (i.e., NAVSEA, NSWC, planning yards) to include experience in maintenance planning, supply support, and training. A graduate degree is preferred * A U.S. Government ACTIVE SECRET clearance is required and is a condition for continued employment * Foreign Military Sales experience is required * Experience working directly with foreign military and government personnel is preferred * Experience working with foreign customer freight forwarders is preferred * Experience with the various ex-USN/USCG ship classes and their associated systems currently in service in foreign navies, such as FFG-7, MHC-51, or WHEC is highly desired * Experience supporting NAVSEA PMS 326, PMS 325, PMS 333, IWS 4, IWS 11, NIPO, or DSCA preferred * Travel may be required up to 10%. Knowledge, Skills, and Abilities * In-depth knowledge of FAR, DFARS, FMS, DCSA, FMFP, SAMM, ITAR, FCPA, and other relevant agencies, laws, regulations, rules, directives, policies, processes, procedures, publications, and additional requirements associated with international and FMS work is expected * Knowledge of shipbuilding (acquisition, design, production, test and trials) is desired * An understanding of NAVSEA, other U.S. Navy organizations, and supporting organizational processes, roles, and responsibilities is expected * Skills and abilities to manage and oversee a team or project's logistical objectives and initiatives and ensure efficient delivery of products and services for the client * Relies on experience and judgment to plan and accomplish goals * Performs a variety of complicated tasks * Excellent communication, presentation, and interpersonal skills * Ability to manage, track, and prioritize a large number of diverse and changing requirements and tasks * Skills and capabilities to produce and deliver comprehensive reporting to external and internal stakeholders, including government, executive, and foreign personnel * Strong knowledge of commercial contract management principles, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement, and subcontracting * Skilled with Microsoft Office (Word, Excel, and PowerPoint) Other Requirements * Project Management Professional (PMP) certification is preferred **Serco Inc. is using this posting for the purpose of responding to a proposal.
