The Project Manager provides regulatory compliance and contract management to government-funded research contracts and assistance agreements. The Project Manager will be responsible for managing projects which will entail working with a cross-functional team, setting and monitoring timelines, communicating and presenting progress reports to ensure that each project completes tasks and deliverables. He/she will use project management knowledge, skills, tools, and techniques to meet project deliverables.

The Project Manager will be familiar with the requirements of government-funded projects, including regulations, reporting requirements, costs and pricing, and maintaining relationships with the government and prime contractors. She/he will be familiar with budgeting, cost accounting, invoices, and allowable costs. The Project Manager should use appropriate processes and systems to ensure good coordination and communication of projects.

He/she serves as owner of all projects and is the key link to the Management team. This involves assembling and presenting data to the Management team to ensure they are current on the projects' status, costs and risks. This will require strong communication, prioritization, and coordination skills.

Position Description
Business
The Project Manager coordinates all activity for projects, and acts as the primary liaison to the government sponsor or prime contractor. As the main internal customer contact they are responsible for managing to the scope on projects, setting and controlling customer expectations and maintaining the overall customer relationship. The Project Manager will co-manage the functional and technical resources required on the project and directly influence project priorities. He/she will manage project finances, comparing actual costs to project budgets, and making corrections as needed. The Project Manager will also lead the project change manage as required.
Technical
The Project Manager must have experience managing government contracts and agreements. He/she provides leadership on multiple projects and gives direction to both employees and external resources. The Project Manager must have the ability to develop and maintain fully integrated project plans which specify project tasks, deliverables, scheduling, budgets, and resources. The Project Manager is responsible for monitoring and reporting to management on the status of project efforts and is held accountable for controlling project costs. The Project Manager assures that project team members adhere to internal standards, established methodologies and procedures for project reporting, development, and documentation.
Interpersonal
The Project Manager must be organized, articulate, detail-oriented, and comfortable leading, delegating, and influencing within a team structure. She/he requires experience interacting with individuals at all levels and between all pertinent functions on projects.

Requires:
Bachelor's degree with a minimum of 3-5 years of experience in government contract project or contract management; strong project management skills; ability to lead and effectively participate in teams; strong verbal and written communication skills, with an ability to express complex technical concepts in audience appropriate terms; ability to work without close supervision and remain focused on short and long-term objectives; ability to manage competing priorities and strong analytical skills for identifying and solving problems are essential.
