Job Description:

Summary of duties and Responsibilities:

Under direct supervision, conducts recruitment, screening and placement, background investigation, processing of employees and maintenance of record systems. Functions as the main contact for PAC centralized onboarding process, working closely with facility HR staff and OHS to ensure candidates are processed in a timely and efficient manner. The incumbent will also provide support to the Asst Director of HR Compliance with running and modifying basic reports and performance evaluation compliance.

Essential Functions (listed in order of importance to role and time spent on function):

  • Facilitates onboarding process of selected candidates; including fingerprinting, review pre-employment forms, background screening and review of basic benefits information.
  • Follow-up with new hires regarding outstanding documents.
  • Enters all new pre-employment employees’ information into PeopleSoft HRIS in a timely and accurate manner.
  • Contact pending hires to confirm start date, orientation and any incomplete items to be resolved prior to hire.
  • Enters employee license, certificate, BLS card and New Employee Orientation completion date into PeopleSoft HRIS. Partners with OHS to ensure annual health assessment records are properly maintained in PeopleSoft.
  • Assists with coordinating new hire orientation ensuring all documents are prepared and room and equipment is appropriately set up.
  • Transfers performance evaluations to a new supervisor and re-opens performance document upon request.
  • Creates digital personnel file for newly hired employees. Updates personnel files as required.
  • Executes various confidential administrative tasks by processing, recording, sorting and filling HR documents; following System policies and procedures on personnel record keeping.
  • Supports PAC Asst. Director of Compliance int the coordination of the online performance evaluation process in PeopleSoft HRIS for assigned PAC facilities.
  • Performs registration of e-performance evaluation document in Board report, uploads Performance Evaluations document into OnBase and finalizes e-performance in PS.
  • Notifies direct supervisors regarding performance evaluation due status bi-weekly. Follows up with supervisors on past due evaluations. Troubleshoots the issues with online access to Manager Dashboard and e-performance document completion.
  • Generates PeopleSoft reports upon a request. Participates in HR audits
  • Performs other HR generalist and administrative tasks and duties as assigned

This position will be assigned to a primary PAC facility; however, the incumbent must be able to travel to different locations throughout the five-boroughs of NYC on an as needed basis.


Minimum Qualifications:

1. Associate’s Degree from an accredited college or university in Human Resources Management, Public Relations, Healthcare Administration, or a related discipline; or

2. High School Diploma or its educational equivalent and two (2) years of relevant experience in human resources, administration, labor relations, employee relations, learning and development, talent acquisition, customer service (providing information and resolving customer concerns), or a related administrative support function.

Department Preferences

  • Experience working in a Human Resources Department, preferably in healthcare, government or non-profit setting
  • Strong Microsoft Office skills including the ability to create and modify Excel spreadsheets.
  • Strong communication skills with the ability to interact with individuals at all levels of the organization
  • Ability to work in a collaborative, team-oriented environment
  • Knowledge of HRIS systems, or similar applications.
  • A Baccalaureate Degree in a relevant field from an accredited college or university; or,
  • Graduation from a senior high school and four years of satisfactory semi-professional or technical experience in personnel operations; or, 3. A satisfactory equivalent combination of education, training and experience.
