POSITION SUMMARY

The Senior Vice President of Policy and Government Affairs is responsible for the development and execution of government relations strategies and the day-to-day management of government relations at the state and federal levels.  This role requires significant experience with government and regulatory agencies, political affairs, public policy, management, and industry affairs. The Senior Vice President of Policy and Government Affairs will lead and manage a policy team.   

RESPONSIBILITIES/DUTIES

  • Serve as a critical thought partner and provide expertise to the Chief Strategy Officer (“CSO”);
  • Work closely with the CSO, develop and communicate the Association’s policy positions. Ensure policy positions are sought, used, and applied at scale by decision-makers, including practitioners, policymakers, and funders;
  • Collaborate with key internal and external partners, identify and recommend funding opportunities that leverage the Association’s brand for maximum impact in creating policy and systemic change;
  • Manage a high functioning policy team;
  • Proactively identify policy fundraising and policy-relevant business development opportunities and lead the pursuit of these opportunities in collaboration with staff;
  • Write and/or ghostwrite original blog posts, briefs, website content, and other materials communicating the Association’s policy impact and strategy to internal and external stakeholders;
  • Create original materials to communicate the Association’s strategic initiatives and policy;
  • Represent the Association in policy conversations and at events;
  • Collaborate extensively across programmatic and functional teams to deliver on the Association’s policy strategy and share lessons across teams and contexts;
  • Build Association staff capacity by developing and providing focused training on policy skills; supporting teams to understand and use policy; building knowledge across teams on how to draft a policy engagement strategy and other policy tools;
  • Build and socialize onboarding and training modules for policy skills for staff across the organization, including training/reference materials on how to do basic policy engagement work;
  • Support a policy team to identify, cultivate, and manage high impact policy opportunities;
  • Provide guidance and proactive support to the Association’s ecosystem in strategic events for policy purposes, including but not limited to summits, conferences, workshops, technical working groups, and round tables;
  • Manage high potential partner relationships, particularly with senior levels within government or large organizations;
  • Design and execute on policy strategies;
  • Identify, analyze and communicate how potential changes in and existing legislative, regulations, policy, and political environments (both near and long term) could affect communities of color;
  • Draft and present testimony on legislative and policy proposals before legislative and other government bodies;
  • Identify and provide appropriate advocacy in the development of legislation and policies relevant to communities of color; 
  • Partner with the COMPANY Office of General Counsel on various matters, including interpretation of existing and potential laws and regulations; and
  • Perform any other related duties as may be assigned by the CSO or other designee.  

QUALIFICATIONS

Education/Professional Experience

  • Advanced degree or equivalent experience preferred;
  • Demonstrated legislative policy experience in a congressional office is preferred;
  • Minimum 15+ years’ experience in fields relevant to assigned responsibilities. Preference for significant relevant work experience (8+ years) with strong networks and contacts, as well as a broad, generalist background with a deep and comprehensive understanding of program design and development, systems, policy, networking, and community change;
  • Evidence of effective work beyond areas of relevant field of practice and technical skills in one or more core programming areas (education innovation, health, and wellbeing, economic inclusion, civic engagement; racial equity, policy, etc.) that support strategic initiatives;
  • Successful experience working as part of a multidisciplinary team;
  • A thorough understanding of federal authorization and legislative appropriation processes;
  • Advanced leadership and management skills with a proven ability to motivate others;
  • Excellent communication expertise with an emphasis on effective writing, presentation, meeting, and interview facilitation skills and interpersonal communication;
  • Solid time management, conflict resolution, and investigation skills; and
  • Demonstrated experience communicating orally and in writing.
