We are looking for an experienced, motivated supervisor with a strong work ethic, organizational skills, and the ability to lead a team effectively. Key responsibilities include:
- Manage multiple projects with competing priorities, complete tasks safely and on time, and demonstrate excellent interpersonal and communication skills, both verbal and written.
- Planning and scheduling regular and emergency work, creating daily work schedules, and managing time for yourself and staff.
- Enforces safety rules and regulations, assign work to field staff, and use desktop and laptop computers, as well as the county's Enterprise Asset Management (EAM) system and Geographic Information System (GIS), to review, create, and complete work orders.
- Provides customer service to citizens, agencies, and contractors is key for this role, as well as performing field visits to ensure staff are properly equipped with PPE and traffic control setups.
This position resides in the Sewer Maintenance Group. Responds to sanitary sewer overflows, backups and other sewer emergency trouble calls and teach subordinates the SOPs for responding to trouble calls. Guides staff on difficult not so common jobs and on special projects. In the case of an emergency, deploys and works with crews to restore flow, perform area clean up and take steps to mitigate contamination of the environment. Able to manage multiple projects with different priorities and complete the job in a timely and safe manner.

- Clear verbal and written communication to lead the team, interact with citizens, contractors, and agencies, and document operations.

NOTE: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.
*A $2,500 signing bonus is available to new county employees hired into positions requiring a CDL. Applicants must possess a valid CDL at time of application submission to be eligible.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience equivalent to the following: high school diploma or GED issued by a state department of education, and four years of increasingly responsible experience related to the maintenance of municipal facilities and infrastructure from either a public or private organization.
CERTIFICATES AND LICENSES REQUIRED:
- Valid driver's license.
- Commercial driver's license (CDL) Class "B".
- Tanker Endorsement within 3 months of hire.
- VDOT Work Zone Safety Traffic Control Intermediate Certification within 12 months of hire.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, driving record check, and commercial driver's license screening to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
A minimum of 2 years of proven experience in the following:
- Supervisor of field staff or Team Lead. Responsible for managing and directing maintenance repair work.
- Extensive knowledge or experience operating sewer/construction-related equipment such as: Sewer Combination Truck, Excavator, Backhoe, Dump truck, Skid steer and general hand tools.
- Managing all maintenance-related repairs, that include inspections of sanitary sewer systems, plant operating areas, or facilities and applying safety rules and regulations.
- Proficient using maintenance related programs, Microsoft Word, Excel, and web searches, GIS, and an Enterprise Asset Management Program (EAMP).
- General knowledge of construction, sanitary sewer/water hydraulics or maintenance related activities.
- Possession of a Confined Space Entry certification.
PHYSICAL REQUIREMENTS:
Ability to lift and carry items weighing up to 75 lbs. and use hand tools. Ability to lift/ slide up to 90 lbs. with assistance. Ability to physically navigate rough, uneven terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities. Ability to stand and work on your feet for 8 hours. Must be able to operate keyboard driven equipment and use other automated technology to input, access and retrieve information from a laptop or desktop. Visual acuity is required to read data on computer monitors such as GIS maps. Must be capable of pushing, pulling, lifting, bending, stooping, walking, and climbing to enter permitted confined spaces using certified non-entry retrieval such as in and out of catch basins and manholes. Per safety requirements, confined spaces may not be entered by persons who weigh 310lbs. or more. Must be physically fit to perform manual labor in all types of environments. This requires the ability to work around and in contact with raw sewage, endure variable and extreme weather conditions such as hot, cold, during rain, noisy environments, etc. Requires the ability to stand, stoop, bend, reach, walk, climb, sit, kneel, crawl, lift, as well as work in strenuous and uncomfortable positions for long periods of time to manipulate materials with manual dexterity, use of hoses, and operate units up to 12 feet tall to set up and perform maintenance. All duties performed with or without reasonable accommodations.

BONUS ELIGIBILITY:
Positions within this classification that require a CDL that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee. Must have CDL at time of hire.
