The Lewin Group provides research and consulting services including program planning and development, implementation services, and post-implementation analytics and evaluation to assist the federal government in designing programs that improve the health and well-being of the nation’s citizens.

The Senior Consultant will specifically work on the West Virginia Medicaid Managed Care Administration Program.  In this role, you will be the primary onsite point person assisting and coordinating key State stakeholders with all aspects of design, operation, expansion, monitoring, and evaluation related to this program.

Primary Responsibilities:

  • Preparing the initial and renewal waiver applications and working with the State to secure State Plan Amendments for program changes

  • Providing guidance to the Bureau on compliance with federal and state policies and regulations Providing the State with strategic guidance to improve the effectiveness of the Medicaid managed care program

  • Ongoing program monitoring activities

  • Reviewing health plan provider networks for adequacy

  • Evaluating the readiness of MCOs to begin serving WV members or expand to new service areas, including reviewing the MCO provider network, policies and procedures, and member materials

  • Facilitating meetings with key stakeholders

  • Coordination of internal team members to ensure client needs are met

  • Creating work plans and tracking project deliverables

  • Ensuring MCO compliance with contractual requirements


Required Qualifications:

  • High school diploma

  • 3+ years’ of Medicaid experience

 Preferred Qualifications:

  • Experience working within a Medicaid Health Plan, Commercial Managed Care plan, State Agency, health policy organization, or Consulting firm

  • Knowledge of concepts and methodologies of State insurance programs, Managed Care and/or Medicaid health plans

  • Familiarity with West Virginia health care systems

  • Bachelor’s or graduate degree

  • Experience in project and/or program management

  • Experience with Medicaid managed care
