We are in search of a Security Manager (FSO) to join our Defense Security team to support our PEO IWS 5 program in Chesapeake, VA. The Security Manager is responsible for providing day-to-day support to the management and technical implementing the industrial security and special program ensuring company and customer Security requirements are met.

Responsibilities include:

  • The candidate will manage a team of 4 or more personnel and Interface with all levels of Leidos personnel and government management personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), DoD 5220.22-M, Contract Security Classification Specification (DD254) and Program Classification Guides.

  • The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.

  • The FSO/CPSO must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information.

  • Provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate.

  • Administer day-to-day security programs, develop Standard Operating Procedures (SOP), Operations Security (OPSEC) and Emergency Actions Plans (EAP); draft test plans, Fixed Facility Checklists (FFC) and provide Security input for Risked Management Framework (RMF) approval requests; personnel processing, program reviews, document control system audits, self-inspections, violation investigations and reports; receipt, dispatch, destruction, mail logs, visit certs, etc.

  • Perform physical, personnel and administrative security responsibilities for multiple Closed Areas and a SCIF, which often calls for requests to government security representatives regarding accreditations, personnel actions, Information Systems (IS) transmissions and working with other government facility sponsors to draft co-use agreements and MOUs/MOAs for shared space.

Basic Qualifications:

  • Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education in lieu of degree, with 5+ years of professional Security experience

  • Thorough working knowledge of the NISPOM, other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards and government regulations (e.g. DoDM 5205.07 Vols 1-4 and JSIG

  • Seasoned knowledge of multiple functional areas, i.e. special security, and DoD security programs

  • 2+ years of experience supervising a team policy, plans and procedures

  • Experience in providing/drafting Security volume input in support of contract proposals and manage and contribute to the development and execution of security

  • Ability to interpret company and government security policies and apply them to program operations and ability to manage SAP programs and strong understanding of Physical Security requirements to include collateral Closed Areas.

  • Strong understanding of Physical Security requirements of the ICD 705 to meet contractual needs and thorough understanding of security databases such as SIMS, NISS, DISS and eQIP

  • Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate

  • Candidates must possess an active Top Secret clearance and be able to meet eligibility requirements for access as well as special program eligibility.

Preferred Qualifications (not required):

  • FSO Security training/certificate(s); SAP Security training/certificate(s)

  • Experience CCRI, SIPR, with SCIF construction

  • Knowledge of NIST Risk Management Framework (RMF) Security requirements; Access Control and Intrusion Detection Systems and working knowledge of JADE

  • Experience developing and implementing OPSEC, emergency action and test plans

  • COMSEC experience

  • Professional Certifications/Affiliations
