Job Description


The Homelessness Prevention Administration (HPA) Prevention and Housing Assistance (PHA) is currently comprised of the following units -The Rental Assistance Programs (RAP), the HOME Tenant-Based Rental Assistance Program (HOME TBRA), and the Office of Prevention and Community Support (PCS). PHA is expanding to include the newly created Master Leasing Unit.


The Mayors Blueprint for Housing and Homelessness called for an expansion of HRAs project-based rental assistance contracts, which can provide savings and create more permanent housing options for New Yorkers experiencing homelessness. The goal of these Master Lease and Project-based programs are to provide long term affordable housing options and support services for families and adults living in shelters. This new organizational area is an integral part of the Administrations housing goals, and the Human Resources Administration (HRA) is pooling it resources to lead in the Citys effort.


Under the general direction of the ADC, with wide latitude for independent initiative and judgement, the Housing Finance Analyst will be responsible for the management of a pipeline of master lease acquisition projects, as well as future initiatives that require housing finance expertise. This Analyst will work with affordable housing developers, financial sector partners, and the DSS-HRA-DHS to identify and implement master lease projects, and to expand housing opportunities for clients. This analyst maintains consistent relationships between the DSS-HRA-DHS, shelter providers, Master Lease house providers, landlord/brokers, and other partners in locating and securing permanent housing. This Housing Finance Analyst will work collaboratively with the ADC in assisting the expansion of the Master Lease and Project-based programs


This position will involve collaborating with not for-profit-providers and various stakeholders. The Analyst will also work with banks and other City and State financial sector partners. Additionally, the Analyst performs all the calculations needed to complete the appropriate documentation. They may also coordinate with not-for-profit development partners to ensure that full scope and building analysis is done.


The Prevention and Housing Assistance is recruiting for the Master Leasing Unit (MLU) one (1) Administrative Housing Development Specialist, (AHDS)-NMI to function as the Housing Finance Analyst who will:


- Review potential master lease projects, evaluates budgets, and coordinates with other City and


State financing partners. Liaises with the internal and external (development) partners to review


underwriting and solve gaps as needed, and to ensure standards are met or exceeded. Monitors


contractors progress with predevelopment work, including but not limited to, budget approval,


securing a lender, processing the contract, developing a scope of work, getting necessary


environmental signoffs, and appropriate community outreach.


- Manage the master lease pipeline and acquisitions, including communicating with existing


proposers, working with developers to move the predevelopment process, and coordinating


internal and external stakeholders. Coordinates with other agencies to comment on construction


scopes to consult with someone with technical expertise when it is necessary to resolve scope


inquiries. This position will be responsible for identifying any slowdowns in the predevelopment


process that may jeopardize timelines and will work with the development teams to problem solve


accordingly. This position will also be responsible for troubleshooting with exiting Master Lease and


Project-based programs/providers.


- Work with senior staff and colleagues to identify new opportunities to use social service resources


to create affordable housing; Identifies and arranges for services that will help clients maintain their


permanent housing, including filing for benefits and obtaining housing subsidies.


- Create new financial models to project program costs and to facilitate project analysis.


- Serve as an on-going liaison and coordinates meetings between the Agency and property


managers; responds to various stakeholders via phone and email.


- Conduct presentations to educate specific Community Based organizations, housing developers


and other concerned parties on the benefits of the Master lease program; documents policy and


analysis.


- Other special projects.


Qualifications


1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate or in real estate law, or in urban planning, design or renewal, or analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or


2. Education and/or experience which is equivalent to "1" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have three years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.
