Senior Infant/Toddler Technical Assistance Specialist- REMOTE

ICF Jefferson City, MO (Remote) Full-Time
ICF's Early Education Services Line of Business seeks a Child Care State Capacity Building Center (SCBC) Senior Infant/Toddler Technical Assistance (TA) Specialist. This professional will deliver training and technical assistance (T&TA) to state and territory leaders and their partners to strengthen early childhood systems and programs that support very young children and families, enhance the success of quality initiatives implemented under the Child Care and Development Fund (CCDF), and improve the quality, supply, and accessibility of infant/toddler (I/T) care.

The Ideal candidate will have both a background in and experience with child development or early childhood education with knowledge of CCDF statutes, regulations, and CCDF Plan requirements. In addition, this advanced or senior professional will possess wide-ranging experience and expertise with I/T systems of care and specialized content knowledge on multiple I/T topics, such as relationship-based care, state I/T networks, mental health, I/T quality initiatives, supply building, and research related to I/T development.

The ideal candidate will be able to deliver virtual and in-person relationship-based T&TA with confidence and comfort, interact with integrity, embrace differences, and will bring their passion for supporting babies, toddlers, and their family's access to quality care.

This position is full time and home based with up to 30 percent travel to provide TA and attend related conferences and meetings.

TA is defined as both onsite and offsite activities, such as consultation, meeting and conference presentation and facilitation, support of peer-to-peer opportunities, information gathering, review of materials, participation in and leadership for workgroups, strategic planning, and training design and delivery for a wide range of early childhood content areas, including mixed-delivery, early childhood systems building efforts.

Key Responsibilities:

+ Performance and Growth

+ Demonstrate a broad understanding of CCDF, T&TA approaches, and I/T subject matter

+ Support data collection and stay up to date on I/T research and best practices

+ Demonstrate good judgment in planning, supporting, and delivering complex intensive, targeted, and universal TA

+ Support quality assurance, continual quality improvement activities, and ongoing evaluation of work

+ Track and document T&TA delivery according to protocols and timelines

+ Communication, Collaboration, and Client Focus

+ Work from a collaborative approach and demonstrate excellent interaction and communication that is strength based and solution focused

+ Build strong, positive relationships with project staff and partners for ongoing communication, collaborative planning, and shared problem-solving to meet the needs of CCDF Lead Agencies, their intermediaries, and I/T professionals and systems

+ Actively engage in team meetings, national and internal workgroups, and other collaborative projects

+ Leadership

+ Leverage specialized depth and breadth of expertise and apply a broad perspective to identify solutions to complex tasks

+ Lead the development and delivery of complex tasks and deliverables on multiple I/T topics and activities

+ Expertise

+ Apply knowledge and stay abreast of the latest trends, research, tools, and resources that support CCDF implementation, early childhood system building, and multiple I/T topics, including relationship-based care, I/T networks, workforce supports, mental health, I/T policy and quality initiatives, supply building, and research related to I/T development

+ Apply knowledge and stay abreast of the latest techniques when providing strength-based T&TA, including results-based facilitation

Basic Qualifications:

+ A bachelor's degree in early childhood education, child development, public administration, public policy, education, or related degree

+ 8+ years of experience in the early childhood or public administration field, including:

+ Experience in providing state-level T&TA;

+ Knowledge of CCDF regulations and program implementation requirements, including I/T systems of care, policy, quality initiatives, supply building strategies, and workforce supports; and

+ Ability to develop T&TA content for state and territories child care leaders, their partners, intermediaries, and I/T providers.

Preferred Skills/Experience:

+ A master's degree in early childhood education, child development, public administration, public policy, education, or related degree

+ 5+ years of experience at the state or national level, focusing on early childhood, I/T policies, regulations, and systems

+ Content knowledge on licensing, quality rating and improvement systems, early childhood systems building and financing, I/T care, and supply building

+ Experience working with multiple early childhood education partners as a participant, content advisor, and TA provider

+ Expertise with Smartsheet and other project management tools to track project plans, milestones, and timelines for project deliverables

+ Experience supporting the implementation of the CCDF program at the federal, state, or local level

+ Experience providing T&TA at state, regional, or national meetings and TA to individual organizations

+ Collaboration and partnership experience across early childhood education systems, including state and federal partners

+ Proficient in Microsoft Office applications (Word, PowerPoint, Outlook, Excel, and Teams)

+ Ability to use technology tools and platforms (such as Microsoft Teams and Zoom) for remote meetings, collaboration on document development, and other communications

+ Proficient in American Psychological Association (APA) citation style

+ Bilingual and able to read, write, and speak Spanish proficiently

+ Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team

+ Ability to work with all levels of internal staff as well as outside clients and vendors

+ Flexibility to handle multiple priorities and work limited overtime, as necessary

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is :

$66,658.00 - $113,319.00
