PURCHASING (UA-PUR-IUBLA) Job Summary
The AVP for Procurement Services is responsible for purchasing and payments functions supporting nearly $1 billion in annual disbursements and annual supplier spend across a diverse group of suppliers of goods and services. Responsible for the performance of the central procurement function that supports the spend management initiatives across academic and management operations of the University's schools, independent labs and centers, and administrative units. The Procurement staff is organized in four units: Purchasing (IUPUI), Purchasing (Bloomington), Travel Management, and Purchase Card. R esponsibility includes strategic and operational planning, talent and performance management, and execution of initiatives. This will entail the support of new tools and processes, the negotiation of advantageous contracts with vendors, and the coordination of University spend activity to ensure customer satisfaction, compliance, and cost-effectiveness. Build strong relationships across the University that will foster consensus for spend management initiatives and maintain regular communication with the University community on procurement issues.
The AVP must encourage Minority, Women, and Veteran-owned businesses to participate in Requests for Quotations and Requests for Proposals. Develop strong relationships with Minority, Women, and Veteran-owned business development organizations. Actively promote information exchange and effective communication with Diverse Suppliers on "How to do Business with Indiana University" through outreach events, trade fairs, community engagement, and other activities.
Develop capabilities of Procurement Services staff and ensure strong leadership within the organization. Train and transfer knowledge and capabilities to clients across Indiana University. Develop and implement metrics that measure the performance of the department against University goals and benchmark it in a meaningful way with peer institutions. Keep abreast of industry / university best practices and trends in purchasing, payment, and related areas to initiate appropriate innovations, and initiate and lead deployment of and compliance with standard processes, specifications, and best practices. Ensure compliance with University policies and government regulations. Required Qualifications Bachelor's degree and ten years of management experience in Procurement leadership / spend management for a large, diverse, and decentralized organization. Combinations of education and related experience may be considered.
Track record of successfully developing and leading high-performing procurement / spend management teams. Ability to articulate a clear vision for the organization and ability to execute on a strategy to attain the vision. Success in the development and implementation of strategic initiatives. Ability to lead complex change in a decentralized, consensus-driven environment and to work through influence and persuasion. Ability to work collaboratively with a wide variety of stakeholders and customers. Respect for the compliance requirements a research university faces. Excellent ability to effectively communicate and exchange information with diverse audiences. Ability to lead, teach, and motivate a cross-functional team to deliver results. Independent self-starter with excellent organizational, analytical, and planning skills. Strong commitment to maintaining the highest levels of integrity. Preferred Qualifications
MBA or other advanced professional degree. Certified Purchasing Manager (CPM) or equivalent designation. Experience in an organization with extensive research operations. E xperience with government contracting regulations. Working Conditions / Demands
