Our client, a major oil and gas company is seeking a Marine Regulatory & Science Advisor to work within their facilities located in Houston, TX. This will be for an intitial 12 month W2 contract which will be subject to extension.


Purpose
Government Regulatory delivers this by understanding and consulting on government needs and policies, and by ensuring that the company's perspective is balanced against business and functional strategies in line with the overall objectives of the group. The Marine Regulatory and Science Advisor role supports this through the day to day monitoring, communication, and management of emerging risks from science and data gathering communities.

Duties and Responsibilities

Supporting role to Marine Science and Regulatory Specialist, reporting to Offshore Lead, Regulatory Policy and Advocacy.
Running inventory and high-level assessment of certain categories of relevant scientific or quasi-scientific studies with high-influence potential over relevant government policies (primarily but not solely government studies)
Full initial review and criticism of study methodologies, inputs, peer review process and personnel, and faithfulness to established practices/process adherence
Preparation of briefing materials, reports, presentations on emerging marine regulatory policies and narratives
Contribution to business priority ranking sessions through risk assessment and value identification
Preparation and support for documents underpinning GR, Country Chair, and LOB needs to assess business impact of forthcoming scientific and data development from governments, NGOs, industry.
Support for ensuring finance and contracting/procurement (C+P) process compliance for partner and contract support.
Close interface with Line of Business client to assess and ensure mutual understanding of potential business impact from emerging regulation.
Participation on appropriate government, academic, and industry panels, work groups, and other bodies overseeing and reviewing critical scientific efforts with consequences on marine operations.

Advocacy support:
Interface with external stakeholders (including US and international government officials) through information gathering and appropriate sharing, challenge on key studies, science documents, and data generation/research efforts.
Includes support for the comapy's partnering on joint industry-military-academia monitoring efforts on ocean currents, weather, water quality.
Management/tracking of strategic government engagements across the business (per Global GR protocol)

Qualifications/Job Requirements:
Advanced degree in Oceanography, Marine Science, Marine Biology, Environmental Science, or similar discipline.
5 to 7 years' government experience (administrative agency, legislative branch, or other equivalent)
Superior written communication skills (e.g. ability to produce concise issue summaries for layperson consumption)
