Position Overview:

As a member of a high-performing team, we are seeking a Cloud Support Engineer to support, cloud migration services to the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS).

The Cloud Support Engineer will be responsible for supporting cloud migration efforts and responding to customer inquiries, managing caseloads, analyzing, and escalating issues, carrying out solutions, executing reports, and tracking tickets to completion.  In addition, the Cloud Support Engineer should have knowledge and understanding of online systems with the ability to communicate effectively to understand problems and explain solutions.

The right candidate works independently on highly complex operating systems analysis/programming projects using programming languages. Requires competence in all phases of systems analysis techniques, concepts, and methods; also requires knowledge of available hardware, system software, input/output devices, structure, and management practices.

The overall objective is to enable, maintain and sustain mission success in the following areas:

  • Cloud Consulting Services
  • Server and Application Cloud Migration Services
  • Cloud Portal Development Support Services


  • Responsible for understanding, configuration, development, maintenance, and recommendations of the cloud portal, server, and application environment
  • Develop applications using Object-Oriented programming techniques
  • Continuously design and write well-organized, maintainable, and reusable code. Design and developing applications using languages such as C, C++, C#, Java, .net, CFML, HTML, XML, JavaScript, AJAX, SQL and CSS
  • Familiarity and work with stages of Software Development Life Cycle. Develop GUI using usability techniques & tools
  • Apply best coding practices and standards
  • Implement system security features and standards
  • Be able to attend to any system performance issues, if such occur, and improve the performance of the system
  • Will work with the client and transform business requirements into extensible, scalable, and maintainable applications
  • Recommend improvements to implement and resolve technical issues
  • Design, develop, and implement solutions, services, and applications
  • Responsible for configuring and troubleshooting of cloud and applications
  • Provide support in the following areas, analysis of trends and issues, development of procedures and processes, oversight of technical implementation and execution of strategic plans
  • Manages IT system infrastructure and processes related to the systems
  • Provides support with IT systems, including day-to-day operations, monitoring, and troubleshooting for clients.
  • Provide a secure, compliant, and efficient means to migrate and manage applications in the Azure Cloud GSS
  • Recommend repeatable processes for migration and testing of applications and resources to the GSS and establish managed services options for the GSS that can be transitioned to the Government
  • Analyze, design, and perform application changes needed to allow Cloud compatibility
  • Finalize the Cloud Operations and Support plan
  • Maintain support and operations for approximately 3 months to prepare for the transition
  • Provide operations, maintenance, and administration training and support to Government personnel
  • Portal Development, Testing, and Deployment Services
  • Documentation Services for all applications, components, services, and processes
  • Strategic guidance and direction on planning and implementation of software upgrades
  • Renewal and installation of certificates
  • Application server support installations/configurations/tuning; WebSphere and WebLogic
  • Alteon front end load balancer updates
  • High availability and disaster recovery design and architecture
  • Provide expertise and guidance in developing an appropriate migration strategy
  • Application migration, virtual machine installation and configuration in Azure Cloud
  • DNS updates for new applications and applications that are migrated

Required Qualifications and Skills:

  • Bachelor's degree from an accredited college or university in computer science, or engineering discipline strongly preferred
  • At least Six (6) years of specific job-related experience or eight (8) years of general related experience
  • At least one year ServiceNow experience
  • At least two years Helpdesk/Customer Service experience
  • Ability to work independently and alternate hours when needed
  • Strong analytical and problem-solving skills
  • Good listening, communication, and problem-solving skills
  • Comprehensive understanding of cloud databases and cloud migrations
  • Working knowledge of online systems
  • Ability to learn quickly, work well under pressure, and meet tight deadlines
  • A strong sense of professionalism and excellent customer service skills
  • Be able to work with minimal technical supervision and support
