Northrop Grumman, Space Systems - Propulsion Systems, is currently seeking Manager, Programs II for the CASTOR 30XL and CASTOR IVB Programs for our Commercial Programs team supporting Promontory, Clearfield and Bacchus locations within Propulsion Systems with the home location at the Bacchus (Magna), UT facility. Role description & Responsibilities: The Manager, Programs II will support program execution of the current CASTOR 30XL and CASTOR IVB programs production. Emphasis is in communication with external and internal customers and functional organizations, and overall management of technical, financial and contract commitments. The position is located at Bacchus in Magna Utah as part of the Commercial Programs leadership team executing the existing programs and developing and executing business growth strategies. Travel to Clearfield for C30XL carbon fiber case winding and Promontory for CASTOR IVB production is anticipated in additional to travel to support vendor, customer (NG Launch Vehicle, MDA and VAFB) and business events. Job Duties: The Manager, Program II has the job duties listed below and is ultimately responsible for: Program Execution
• Execute the program successfully in management of safety, quality, schedule, technology and cost.
• Managing team to meet all production billing and revenue milestones
• Needs to understand the processing of carbon fiber wound cases, energetic materials, solid rocket motors and their components.
• Continuously drive for results and challenge the status quo.
• Have the capacity to understand people and provide mentorship.
• Have proven ability to influence others. Company-Customer Interface
• Represent Northrop Grumman as a company (bringing the Northrop Grumman message to the customer; and integrating knowledge of the spectrum of Northrop Grumman capabilities with understanding of customer needs to promote Northrop Grumman).
• Service the customer by executing the program and resolving issues in accordance with business objectives, strategy, legal requirements, regulations, contract terms, and company policies.
• Balance the interests of the customer, Northrop Grumman, and employees. • Manage program participation in working group meetings.
• Frequent request for proposal response and delegation to program and PS management Program Team Management
• Provide overall leadership and direction to the program team (contracts, finance, Value Stream Element Team (VSET), engineering and operations) to include coaching team members, resolving conflict and contributing to performance reviews.
• Establish and communicate program priorities.
• Possess the proven ability to provide verbal and written information clearly, succinctly, and persuasively.
• Understand and manage change to the programs' baseline.
• Meet master program plans and schedules by identifying and assessing risks, and initiating necessary corrective action. Schedule Management
• Ensure that the programs is on schedule to the program milestones and IMS.
• Understand Integrated Master Schedules, Integrated Factory Schedules and Earned Value Management principles. Financial Performance
• Oversee budget management within the program and participate in monthly business management reviews and corporate reporting.
• Forecast financial performance and quarterly EAC's.
• Look for creative ways to manage cost vs. risk and achieve cost allocations in line with the Orion vehicle's price.
• Align program actions and communications to achieve milestones. Contract Structure & Pricing
• Assist in negotiating contracts, contract changes, contract pricing, contract terms and resolution of contract issues in partnership with the prime contractor, Launch Vehicle business unit. Technical Performance
• Drive technical excellence by setting program standards, working closely with the technical team and VSETs, balancing risk, and delivering performance. Business Development • Leverage the current programs to win new business with MDA, NASA and other new commercial customers in concert with Launch Vehicle business unit. Qualifications:
Education and Experience Requirements: • BS degree in Engineering, Business or Finance.
• 10 years of experience in a manufacturing environment and at least 5 years of experience in leading multiple discipline teams.
• A working knowledge of solid rocket design, fabrication, motor development and production.
• Experience in integration of the VSET concept with PS program execution.
• Experience in cost reduction strategies, lean manufacturing principles and quality improvement tools such as six sigma, PES and/or TPS. Skills & Qualifications: • Familiarity with rocket motor production and qualification programs
• Familiarity with Bacchus/Clearfield factory operations and organizational structure
• Experience with VSET management.
• In-depth understanding of customer requirements, both technically and financially, to ensure customer needs are met.
• Familiarity with Launch Vehicle (LV) organizational structure and motor integration
• Familiarity and experience in managing suppliers Position will require the ability to obtain a secret clearance. Salary Range: $127,700 USD - $191,500 USD Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
