PenFed is hiring a Program Manager, IT Infrastructure at our Tysons, Virginia location. The purpose of this position is to be accountable for managing a program of projects or for the direct and independent management of complex infrastructure projects that have significant impact. This role will support project managers, project coordinators, and scrum masters toward accountability and efforts to define, deliver, and execute projects of varying levels of risk, size, and complexity aligned with critical enterprise objectives across IT Infrastructure.

  • Provide program management leadership to project/program teams by ensuring alignment of individual projects against infrastructure objectives.
  • Manage a team of project managers who define, deliver, and execute projects of varying levels of risk, size, and complexity aligned with critical enterprise objectives.
  • Provide strategic guidance and oversight to project managers to assist with project delivery; build and maintain working relationships with stakeholders and other departments.
  • Manage the execution and delivery of projects and governance in alignment with organizational standards and policies.
  • Serve as an escalation point for any issue that cannot be resolved within the established project team.
  • Direct, as appropriate, project managers and coordinators responsible for executing specific projects.
  • Create and execute project and program communications and delivery via status reports and other deliverables necessary to inform and align stakeholders verbally and in writing.
  • Formulate, organize, and monitor inter-connected projects, monitors the intersection of concurrent projects, anticipating and remediating potential conflicts.
  • Monitor component project schedules, performance, quality, and budget using Clarity and other appropriate tools and techniques, then define and monitor corrective actions as needed.
  • Lead project estimation activities as inputs into to corporate budgets.
  • Collaborate with executives and senior management to create, prioritize, and define key strategic and tactical initiatives.
  • Identify and implement actions to improve overall team performance and build a positive, team-oriented culture.
  • Possess and convey high level of knowledge of PM professional practice codes, methodologies, and knowledge sources to help grow PM capabilities throughout the organization.
  • Ensure alignment to the appropriate delivery methodology (i.e., Agile, Waterfall, Hybrid) for the project.
  • Develop and manage executive communication and reporting
  • Lead agile transformation and conversion to JIRA and Confluence
  • Lead effective adoption of change.
  • Provide strategic guidance and oversight to team members and project managers to assist with project delivery.
  • Build and maintain working relationships with team members, vendors, and other departments involved in the projects.
  • Prepare reports for stakeholders regarding status of programs/projects and their ongoing alignment to enterprise objectives.
  • Other duties as assigned necessary to deliver project scope and improve the overall success of delivery across the organization.


Equivalent combination of education and experience is considered.

  • Bachelor’s Degree is required, however will consider a combination of education and experience in lieu of degree.
  • Minimum of ten (10) years’ experience performing project management duties in an IT environment.
  • Minimum of five (5) five years’ program/portfolio management experience across different types of high-risk, high-value projects.
  • Minimum of five (5) years’ experience in people management
  • Minimum of five (5) years’ experience in program and project financials
  • Prior experience working in financial sector and/or credit unions.
  • Experience working on large infrastructure projects including cloud migration, infrstructure build and integrtions, datacenter exit, mergers, etc.
  • Prior experience in influencing, motivating, and mobilizing mid to large teams and business partners.
  • Excellent understanding of program and project management, including methodologies and best practices.
  • Demonstrated experience successfully delivering large, complex projects, leading teams, and interacting with the highest levels of executive leadership. 
  • Experience with agile transformations and running an agile program/portfolio 
  • Proficiency in JIRA and Confluence
  • Experience generating executive communication and reporting
  • Excellent communication skills.

Supervisory Responsibility

  • This position may supervise staff

Licenses and Certifications

  • PMP Certification is required
  • Scaled or Lean Agile Certification required
  • Agile Scrum Certification required

Work Environment
While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise. 

*Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds. *

Ability to travel various worksites and be on call is required.
