JOB SUMMARY

Under direct oversight and guidance of the Community Reinvestment Act ("CRA") Officer, the Community Development Specialist is responsible for developing, implementing, and administering activities that ensure New York Community Bank ("NYCB") compliance with the CRA.

ESSENTIAL FUNCTIONS

  • Assists in outreach and marketing to community organizations and other stakeholders regarding community development activities inclusive of affordable housing and community services targeted to low and moderate-income individuals and families; economic development by financing small businesses; and community revitalization and stabilization activity of low and moderate-income areas within Bank and throughout its assessment area.
  • Works with not-for-profit organizations to help drive and increase CRA lending, investments and services opportunities.
  • Sources community development, small business, and retail CRA opportunities to the Commercial Real Estate lending unit, Business Banking and other applicable retail and home lending units.
  • Supports NYCB's community commitments by interfacing with and developing, implementing, and administering activities that ensure ongoing compliance in support of NYCB's Community Benefits Agreement and all applicable Federal or State regulations.
  • Assists in providing support to community banking initiatives at targeted retail locations throughout the Bank's assessment areas inclusive of the New York State Department of Financial Services designated Banking Development Districts ("BDD").
  • Manages targeted retail location marketing plans and event planning to enable, promote, and encourage broad utilization of banking products and services.
  • Works with appropriate business units to gather, prepare, and submit appropriate documentation necessary to complete targeted location reporting, annual applications, and when necessary, initial applications.
  • Develops and tracks key risk indicators necessary for targeted retail location success and management.
  • Assists in organizing or facilitating workshops and seminars including financial literacy, small business, or other CRA related workshops including within the BDDs and at other targeted retail locations.
  • Supports the identification, monitoring and reporting of new and existing CRA qualified investments across the bank's national footprint.
  • Ensures timely and accurate qualification and documentation of CRA eligible lending, investments, and services activity in preparation for regulatory evaluations, exams, audits, and reviews related to CRA.
  • Represents the Bank in community outreach as deemed necessary and appropriate.
  • Assists with the identification, revision, enhancement, or development of CRA Department procedures.
  • Assists in ensuring Bank compliance with all CRA reporting requirements.
  • Performs special projects, and additional duties and responsibilities as required.
  • Where applicable and when performing the responsibilities of the job, employees are accountable to maintain and adhere to internal control policies and procedures.

EDUCATION AND EXPERIENCE

  • Bachelor's degree or advanced degree in Business, Finance, Community Development, Urban or Regional Planning, or related field.
  • Minimum of two years' experience in a community development role in the banking, nonprofit or public sectors.
  • Experience in retail branch administration preferred but not required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge and understanding of Community Reinvestment Act (CRA) and Fair Lending regulatory requirements and laws.
  • Existing relationships with public and nonprofit sector policy makers helpful, but not required.
  • Solid technical abilities, including proficiency with Microsoft office applications (Excel, Outlook, Word, PowerPoint, and SharePoint) and strong web research skills.
  • Strong verbal and written communication skills.
  • Strong relationship and project management skills; ability to multi-task and work well under pressure.
  • Strong interpersonal and relationship management skills.
  • Excellent listening, presentation and communication skills, both written and verbal.
  • Excellent planning and organizational skills with strong attention to detail.
  • Excellent creative, strategic, and analytical skills.
  • Ability to develop, implement, and effectively manage large-scale plans and initiatives.
  • Ability to effectively liaise and communicate with management, employees, community leaders, businesses, non-for-profits, etc.
  • Bilingual ability helpful, but not required.
  • Moderate travel required.
