Summary:

Time Solutions, LLC is seeking a Human Intelligence (HUMINT) Instructor with specialized experience to provide trainingservices to the HUMINT Operations Training Unit (HOTU), one of three unitsassigned to the Directorate of Intelligence’s (DI) Intelligence WorkforceDevelopment Section (IWDS). The HUMINT Instructor will assist in thedelivery of FBI training and, to a lesser extent, may be asked to participatein analysis, design, development, evaluation, and life-cycle management of FBItraining.

Most instruction for the HUMINT courseswill take place at the FBI’s Domestic HUMINT Training Center in Fredericksburg,Virginia and the surrounding geographical area of Spotsylvania and StaffordCounties.

Duties andResponsibilities: (Reasonableaccommodations may be made to enable individuals with disabilities to performthe essential functions of this position)

  • Provide services in multipleoperational areas to a variety of Intelligence Community and Law Enforcementaudiences. These areas includeOperational Training, Mentoring and Coaching, Role Play, Surveillance and Detection,and Communications Plans.

  • TrainingDevelopment, Delivery, Mentoring, and Coaching:

    • Inconjunction with FBI personnel, Contract Instructors shall participate incurriculum life-cycle refresh and corresponding updates to lesson plandocumentation. Such updates reflect:

      • Minor editorialchanges noted during course review and delivery;

      • Changes dictatedby internal FBI policy or program revisions; or

      • Regulatory changeswhich mandate major course modifications.

    • In conjunction with FBI personnel, Contract Instructorsshall conduct research, interview, and interact with other United StatesIntelligence Community members who also conduct HUMINT courses as required todetermine if content should be adopted within the FBI program.

  • Role Play Instruction and Evaluation:
    • Provide real-time oral feedback to studentsregarding mastery of HUMINT learning objectives;

    • Teach and evaluate as a Role Player Instructorwhile remaining “in character” throughout each training session;

    • Deliver formal classroom instruction for specificHOTU courses in which the Contract Instructor has expertise;

    • Review end of course evaluations that cover theinstructor, course materials, and scenarios presented in the courses todetermine if course or delivery method modifications are warranted; and

    • Prioritize course evaluation feedback,implementing changes that have the greatest impact on current course materialsin the shortest amount of time.

  • Surveillance and Detection Practical ExercisesDelivery:

    • With guidance from FBI personnel, development ofsurveillance plans by instructors, including mapping out routes, determiningdress, approach, cars, number of instructors per car, etc.;

    • Familiarization with students, the HUMINTcurriculum, and establishing the timeframe in which the exercise are to be executed;

    • Execution of Surveillance and Detectionexercises;

    • Participation in post-exercise discussions withother HUMINT Contract Instructors, FBI personnel, and student coaches resultingin the development of an after action report; and

    • Orally debrief students and FBI leads.
  • Communications plan practical exercises andtasks include the following:

    • Development of communications plans byinstructors, including following IC established phases of communication forboth personal and impersonal communications;

    • Formal classroom instruction on the developmentof IC standards-based communications plans;

    • One-on-one instruction on the development of acommunications plan;

    • Monitoring of the execution of student-developedcommunications plans based on IC standards; and

    • Role-playing and teaching “in-character” tocorrect deficiencies in student performance in the development and execution ofcommunications plans with performance at or above IC standards.

  • Other duties as assigned.

MinimumQualifications: (Toperform this job successfully, an individual must be able to perform eachessential duty satisfactorily.)

  • Minimum of three years ofexperience with HUMINT, which shall include working as a collector ofintelligence, with domestic full cycle HUMINT operations experience; extensiveFBI Special Agent HUMINT experience; or other United States IntelligenceCommunity (USIC) or law enforcement HUMINT experience.

    • Examplesof relevant training include Data Exploitation, Targeting, and Integration ofResults (DEXTIR); Advanced Data Exploitation (ADEX); Data Utilization forOperational Outcomes (DUOO); Threat Identification and Mitigation (TIM); FieldTradecraft Course (FTC); Field Trade Craft Course (FTCC); Military OperationsTraining Course (MOTC); Advanced Military Source Operations Course (AMSOC);Advanced Source Operations Course (ASOC); Advanced Special Operations TrainingCourse (ASOTC); Statement Analysis Course; Domestic HUMINT Collector Course(DHCC); and Advanced HUMINT Operations Course (AHOC).

  • Experienceserving as part of a physical surveillance group in support of USIC or lawenforcement missions, or in delivering surveillance/counter-surveillancetraining.

  • Minimumof two years of experience in role-playing during practical exercises andteaching while in role.

  • Experiencedelivering instruction and participating in the instructional design processfor training on HUMINT tradecraft and collection management.

  • Minimumof two years of experience in mentoring and coaching students in a two-to-oneratio environment in HUMINT tradecraft principles is preferred.

Knowledge, Skillsand Abilities:

  • Proficiencyin Microsoft Office Suite, including Excel, Word, PowerPoint, and SharePoint.

  • The employee will normally work ina temperature-controlled office environment, with frequent exposure toelectronic office equipment.

  • During visits to areas ofoperations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborneparticles, toxic or caustic chemicals, and loud noise.
