Position Description

Responsible for the safe, reliable, and cost effective operation of natural gas compression and associated pipeline facilities along the Natural Gas Pipeline Company of America system in Iowa for the facilities assigned to District 109, Harper, Iowa. These facilities include all pipelines, compressor facilities, measurement stations and all related systems and equipment. The Supervisor’s reporting location will be the Compressor Station 109, near Harper, Iowa.

The facilities in District 109 include:

A mainline compressor station consisting of 6 large bore 2-cycle natural gas fueled mainline compressor engines totaling 29,650 HP.

An aquifer storage facility (Keota Storage), consisting of 16 I/W wells and 16 observation wells. The associated compressor station consists of 5, 4-cycle compressor engines totaling 6,930 HP, along with an associated glycol based gas dehydration system, and an H2S remediation system.

• The pipeline district operates approximately 225 miles of mainline pipeline and delivery laterals divided over 86 ROW miles. This includes 24 individual meter delivery sites, 26 automated mainline valves and 19 manual valves.

Job Responsibilities:

• Provide leadership and oversee the planning and direction of all activities within the District.
• Manage all PHMSA and regulatory requirements and be prepared to represent the Company during any inspections or audits for the area of responsibility.
• Participate in the development of O&M procedures, site specific procedure, project scopes and work plans.
• Monitor and implement company procedures, standards and best practices.
• Responsible for safety program, environmental compliance, governmental compliance, employee training and development, facility security and personnel functions.
• Ensure that all requirements of the Operator
Qualification Program are met for both contract and company employees.
• Identify report and correct safety and environmental concerns.
• Manage, plan and forecast the Capital and O&M Budgets for area of responsibility.
• Responsible for the operation and maintenance of equipment, instrumentation, pumps, vessels, pipelines, compressors, auxiliary equipment, engines, turbines, motors, cooling equipment, valves, seals and other related equipment.
• Oversee construction and/or maintenance activities performed by third-parties.
• Deal with a wide variety of people with tact, courtesy and professionalism.
• Speak clearly, both in person and by telephone, using a high level of verbal skills and listen carefully.
• Maintain a regular, dependable attendance and high level of performance.
• Maintain a high regard for personal safety, the safety of company assets and employees and the general public.
• Perform all work in compliance with Company standards, procedures, regulatory and Company tariff requirements.
• Other related duties as assigned.

Position Requirements

EDUCATION:
• High school diploma or equivalent is required.

EXPERIENCE/SPECIFIC KNOWLEDGE:
• Minimum five to seven (5-7) years working experience with mechanical and pipeline systems.
• Employee supervisory and asset management skills.
• Knowledge and experience in operation of pipeline, measurement, pressure regulation and compressor station operations.
• Knowledge and experience in safe handling practices of flammable gases, liquids and high and low pressure systems.

CERTIFICATIONS, LICENSES & REGISTRATIONS:
• Must possess and maintain a valid drivers license and a driving record satisfactory to the company and its insurers.

COMPETENCIES, SKILLS & ABILITIES:
• Good computer skills (knowledge of MS Office, various operating systems and other company software).
• Good math skills (addition, subtraction, multiplication, division, fractions, decimals).
• Strong leadership skills and the ability to manage crews at multiple locations and multiple tasks on a daily basis.
• Solid communication (verbal and written) and interpersonal skills.
• Demonstrated ability to lead towards operational excellence.
• Strong customer focus in dealing with engineering, field operations and other internal and external groups.
• Ability to effectively organize, plan, prioritize, document and complete work with a minimum of supervision.
• Must be comfortable working remote supervision.
• Must be able to work with a team, take direction from supervisor(s), prioritize and adhere to established work schedules, focus attention on details and follow work rules.
• Must live within the area to provide reasonable response to callouts and emergency situations.

• Must be able to perform all essential function of the job.

PREFERRED EDUCATION, EXPERIENCE, CERTIFICATIONS, COMPETENCIES, SKILL & ABILITIES (above the minimum requirements; not required but advantageous in this position):
• Degree in a technical field, additional technical education/training is a plus.
• Experience with developing and managing expense and capital budgets.
• Experience specific to supervising crews with pipeline, compressor station and measurement station responsibilities high desirable.
• Knowledge of natural gas engineering and operating procedures is helpful.
• Experience reading and interpreting blueprints, P&IDs and other diagrams useful.
• Knowledge of company policies, procedures and practices and regulatory and tariff requirement.
• Knowledge of DOT Part 192 is a plus.

PHYSICAL DEMANDS:
• Must be able to withstand extreme conditions; will work outside in all environmental conditions, platforms, ladders and walkways.
• Must be able to lift a minimum of 20 pounds in awkward positions and 50 pounds from floor to waist.

WORKING CONDITIONS:
• Required to carry a company-provided cell phone and be available to respond during working hours and non-working hours as needed.
• Travel is sometimes required which could occasionally include out-of-town nights and weekend travel.
• The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed.

SUPERVISORY RESPONSIBILITY:
• This is a supervisory position.
